Analysis <br /> Background <br /> In its application, the Landmark Lathrop Group indicated that a Minor Subdivision application has been <br /> submitted to the Community Development Department to subdivide the property to create a 70-acre <br /> parcel and a 92-acre parcel. However, at this time, no such application has been submitted to the <br /> County. <br /> Operational Characteristics <br /> Approximately three feet of topsoil will be removed and stockpiled adjacent to and south of the quarry site. <br /> After the excavation is completed, the topsoil will be replaced, and the site will be planted in alfalfa. <br /> Overburden will be stockpiled adjacent to the quarry site on the east and respread. This material will be for <br /> sale as general fill material and will be used for contouring the land prior to replacing the topsoil. Sand will <br /> be removed from the site as it is excavated. There are no plans for sand stockpiles. The sand will not be <br /> processed on the site. <br /> General Plan/Zoning <br /> The site is designated Open Space-Resource Conservation on the General Plan and is zoned AG-40. The <br /> State Division of Mines and Geology identifies the site as MRZ-2 Mineral Resources Zone. A quarry may <br /> be conditionally permitted in the AG-40 zone with an approved Quarry Excavation Permit if the area to be <br /> excavated is designated Resource Conservation and the State Mines and Geology Board has identified the <br /> area as construction aggregate deposits of regional significance. This site meets these requirements. <br /> City of Lathrop <br /> The City of Lathrop indicated that this project is consistent with the Lathrop General Plan designation of <br /> RCO (Resource Conservation/Extraction) for the mining of mineral resources. <br /> Screening and Landscaping <br /> Because State Route 120 is elevated well above the project site, screening of the site from State Route <br /> 120 is not practical. Screening the site from Madruga Road is not recommended because the only traffic <br /> on Madruga Road at that location will be quarry traffic. (This exception frorn the screening requirement is <br /> made pursuant to Section 9-1415.3(s) of the Development Title.) <br /> Reclamation Plan <br /> After the excavation is completed, the three feet of topsoil that was removed and stockpiled will be <br /> replaced, and the site will be planted with alfalfa. The maximum slope at the change of grade will be 4:1. <br /> Traffic <br /> Trucks will access and exit the site via Madruga Road and Guthmiller Road. From Guthmiller Road, trucks <br /> exiting the site will either enter State Route 120 or Yosemite Avenue. Omni Means prepared a traffic study <br /> dated January 4, 2001. Omni Means assumes that at least 90 percent of the traffic will be via State Route <br /> 120 rather than Yosemite Road. The traffic study estimated that the project will generate approximately 100 <br /> outbound and 100 inbound trucks per day.
