sufficient capacity to accommodate the quarry traffic through the year 2010 even with the build-out of other <br /> approved projects in the vicinity. <br /> Biological Resources <br /> The quarry application includes a "Biological Resources Survey and Assessment for the Landmark <br /> Lathrop Group Golf Course Site" prepared by Moore Biological Consultants (Note: the golf course aspect <br /> has been dropped from the proposal). That assessment, dated January 19, 2000, includes the following <br /> conclusions and recommendations: <br /> • There are no general vegetative or wildlife resources that would be negatively impacted by the <br /> proposed project. The site is presently used for orchards, and orchards provide very low quality <br /> wildlife habitat. <br /> • The are no wetland resources which would be negatively impacted by the proposed project. <br /> • Croplands surrounding the site represent suitable Swainson's hawk foraging habitat. Swainson's <br /> hawks may nest in trees in the greater project vicinity. <br /> • Burrowing owls were not located occupying burrows in or near the project site during the 2000 <br /> survey. However, annual grassland habitats and berms supporting numerous ground squirrel <br /> burrows adjacent to the site represent suitable burrowing owl burrow habitat that could be used in the <br /> future. <br /> Moore Biological Consultants Recommendations <br /> 1. A pre-construction survey for nesting Swainson's hawks within 0.25 miles of the project site <br /> boundaries should be conducted prior to construction if construction is scheduled to occur between <br /> March 1 through September 15. In the event that nesting Swainson's hawks are located, take <br /> avoidance measures should be undertaken as described in CDFG's Staff Report regarding Mitigation <br /> for Impacts to Swainson's Hawks(CDFG, 1995). <br /> 2. Pre-construction surveys for burrowing owls within 250 feet of the project boundaries should be <br /> conducted prior to construction if construction is scheduled to occur between February 1 and August <br /> 31. In the event that active burrowing owl burrows are located, take avoidance measures should be <br /> undertaken as described in CDFG's Staff Report on Burrowing Owl Mitigation (DCFG, 1994). <br /> The above recommendations are included in the Conditions of Approval and are expected to reduce the <br /> potential impact to biological resources to less than significant. <br /> The application also included an evaluation for Riparian Brush Rabbit Habitat for the Landmark Lathrop <br /> Group Quarry Site dated January 10, 2001. That study was intended to supplement the earlier study. <br /> The Riparian Brush Rabbit Habitat study concluded that this project would not have a significant impact <br /> on the Riparian Brush Rabbit or its habitat. <br /> San Joaquin County QX-00-1\Roorda <br /> Community Development Page 4 <br />
