INTRODUCTION <br /> Landmark Lathrop Group, L.L.C. is proposing the excavation of mineral resources (sand) from a <br /> portion of a 162-acre parcel (APN No. 241-030-03) located southeast of the Interstate 5 and Highway <br /> 120 interchange in San Joaquin County, California. A separate parcel map application has been filed <br /> with the County that will create two parcels from the 162-acre parcel: one of±70-acres and one of±92- <br /> acres. The proposed quarry will be located on the 70-acre parcel and will encompass approximately 60- <br /> acres of which 19-acres will be excavated to a minimum depth of approximately 14 feet below the <br /> existing grade with the remaining 41 acres excavated to a depth of 11 feet below the existing grade. <br /> Side slopes into the quarry will be 4:1 or flatter. Stockpiles of topsoil and overburden will be placed on <br /> both the 70-acre and 92-acre parcels. After completion of the mineral extraction, the property will be <br /> reclaimed for agricultural uses (Alfalfa). <br /> This application supersedes a previous pre-application submitted for the quarry in February 2000. The <br /> previous application proposed a greater depth of excavation and a reclamation plan consisting of a golf <br /> course and aqua range. Many of the comments on the pre-application made by the reviewing agencies <br /> were directed towards the potential impacts to the groundwater and/or other impacts as a result of the <br /> envisioned public use. As suggested by the County, the Use Permit application has been separated <br /> from the quarry application. This application, therefore, significantly simplifies the proposed quarry <br /> operation and reclamation plan by reducing the quarry excavation depth to above the shallow <br /> groundwater elevation and reclaiming the property to agricultural use. <br /> The General Plan designation for the property is OSRC (Open Space and Resource Conservation). The <br /> property is zoned AG40 with a mineral resource overlay of MRZ-2. The recovery of mineral resources <br /> is consistent with this zoning designation. <br /> DESCRIPTION OF ENVIRONMENTAL SETTING <br /> GENERAL <br /> Figure 1 shows the relationship of public roadways with the site. Public access to the property is <br /> provided via County maintained Madruga Road. Madruga Road intersects with Guthmiller Road <br /> immediately adjacent to the State Route 120/ Guthmiller-Yosemite Blvd Interchange. As also shown in <br /> Figure 1, the subject parcel is bounded by State Route 120 to the north, Union Pacific Railroad to the <br /> south, the San Joaquin River and undeveloped parcels to the west and industrially zoned and developed <br /> parcels to the east. The property is presently being used as an almond orchard. This orchard is <br /> approaching the end of its economic 20-year life cycle and is slated for removal. There are several <br /> large electrical transmission towers and lines located to the south of the quarry site. There is an existing <br /> irrigation well located near the northern portion of the western property line. <br /> GEOLOGY AND SEISMICITY <br /> Neil O. Anderson and Associates prepared a Soil and Mineral Classification Investigation in August of <br /> 1996. A copy of this investigation is contained in Appendix A of this application. As stated in the <br /> investigation, a majority of the property lies within Mineral Resource Zone 2. Surficial deposits of <br /> minerals are Holocene in age (0 to 11,000 years) and consist of undivided alluvial-flood plain deposits <br /> of sand, silt and clay. A contact exists on the site between the Holocene deposits and older Pleistocene <br /> 'r materials of the Modesto Formation.
