I respectfully request that this item be <br /> removed from the consent calendar in order that the taltnwing comments can be <br /> submitted for the consideration of the Planning Commission. <br /> This project has the pat -itial to impar, groundwater in Oakwood Lake. The application <br /> states that the project is relying on the groundwater gradient provided by the Oakwood <br /> Lake Water District pumps,which maintain the water level in Oakwood Lake at an <br /> artificially low level(Landmark Surface Mining Application, p_2).This is correct, as <br /> evidenced by the groundwater gradients shown in the application, and a groundwater <br /> gradient model prepared for the District by Condor Earth Technologies(copy attached). <br /> However,these gradients fluctuate on the Landmark property during periods of high <br /> water in the river_ I have personalty observed the water table rising to the ground <br /> surface near the site during periods of high N%mter in the San Joaquin Rimer. <br /> The application itself states that excavation of the quarry to depths of 11 ft and 14-ft will <br /> not be aWve the groundwater table in perpetuity after reclamation-Groundwater depths <br /> are shogun to be closer to 'I O-ft below ground level, and"an accurate measurement of <br /> the groundwater depth was not possible. Ground water depths can and Will fluctuate <br /> seasonally"(Soil and Mineral Classification, Neil O. Anderson&Associates, TABLE 1, <br /> SUMMARY OF GROUND WATER DEPTH INFORMATION p. 2 and p_4, respectively). <br /> Clearly, more information is needed in order to insure that the excavation does not enter <br /> the groundwater table, and that there are no impacts to groundwater flouring into <br /> Oakwood lake. Declines in groundwater quality have the potential to negatively affect <br /> Oakwood Lake's NPOES permit compliance Specifically, application of fertilizers and <br /> herbicides on crops on reclaimed lands so close to the varater table without adequate <br /> separation could cause residuals to enter the lake.This would be a significant impact. <br /> It should be assumed that the excavation will in fact enter the groundwater table, and a <br /> pffmit from ttte R ionalafar ualit Control Board should be a condition of the <br /> woiect. Mitigation measures should be specified to protect ground water in the area. <br />
