The existing land use is as an almond orchard . The project is <br /> consistent with the San Joaquin County General Plan and zoning <br /> ordinances . In addition, remaining mineral reserves will be <br /> protected for future extraction . The proposed subsequent land <br /> use as golf course and recreational area with the mine pit <br /> converted to a golf driving range lake (aqua-range) is <br /> similarly consistent with the General Plan and zoning. No <br /> County Land Use Plans or policies will be affected by the <br /> project . <br /> 1 .4. 2 Air Quality <br /> Potentially significant adverse environmental impacts include <br /> the production of fugitive dust emissions from preprocessing <br /> operations and haul truck traffic . <br /> These impacts will be minimized to a level of insignificance or <br /> avoided by specific mitigation measures including: 1) fugitive <br /> dust emissions shall be controlled by maintaining the entire <br /> washing operation in a saturated state utilizing a recycled <br /> water system ; and 2) by adequately wetting all access and haul <br /> roads at such a frequency as required to prevent emission of <br /> fugitive particulate matter . <br /> Any potential adverse impacts to air quality shall be mitigated <br /> by Conditions of Approval as imposed by the San Joaquin County <br /> Air Pollution Control District in their Authority To Construct . <br /> No significant adverse environmental changes or impacts will <br /> occur . <br /> 1 .4 . 3 Surface and Groundwater Quality ; Hydrology <br /> Landmark Lathrop Group, LLC <br /> 4 - February 3, 2000 <br />
