All storm water is contained within the quarry area and used in
the washing of sands to gain clay and silt needed for the pond
liner . This will reduce the amount of ground water required to
supplement washing water . No significant effects to surface
and ground water quality will result from the proposed surface
mining operation . Mining will not disturb any perennial
streams . Ground water will be pumped out through perimeter
wells to an existing drainage easement , which runs under the
Union Pacific Rail Road right-of-way in the southwest portion
of the 162-Acre property boundary . During mining, as the
ground water table lowers locally, water quality will remain
unchanged . The dewatering process will draw water away from the
quarry area and all excavation will occur on the dry bed of the
quarry bottom . After excavation is completed, the bottom and
sides will be lined with a Hypolon (Dupont) CSPE Liner and
reinforced by a 12" clay liner or layer on the slope areas .
1 . 4 . 4 Biological Resources
As discussed in the Biological Resources section (5 .4) , no
significant resources will be impacted by the project .
Generally speaking, a less than significant impact will occur
because resources affected are insignificant when compared to
the regional resource population and/or the impact will be
temporary and shall be remediated by reclamation to the
proposed subsequent land use or alternatively, in the absence
of an approved use permit for the subsequent land use, to the
original land use of almond orchard .
1 . 4 . 5 Noise
Noise impacts will be less than significant . There will be
some noise associated with the operation of mining equipment
and haul trucks , but due to the operation ' s proximity to two
major freeway routes and two railroads , the project ' s noise
will be unnoticeable over the existing background levels . That
additional noise will be mitigated by assuring that all
equipment associated with the operation will be equipped with
approved manufacturers ' noise suppression mufflers and similar
devices .
Landmark Lathrop Group, LLC
5 - February 3, 2000
