The information in this report is intended to support the San <br /> Joaquin County Planning Department ' s initial project review, <br /> and to provide information needed for the County to prepare its <br /> Initial Study for the Landmark Lathrop Group, LLC Conditional <br /> Use Permit . <br /> The California Environmental Quality Act (CEQA) (Public <br /> Resources Code Section 21000 et seq . ) sets forth guidelines for <br /> protection of the quality of the environment and the <br /> minimization of impacts to the natural environmental . The <br /> purpose of CEQA is to inform government decision makers and the <br /> public about : 1) potential significant environmental effects of <br /> proposed activities, 2) ways in which environmental impacts can <br /> be avoided or significantly reduced , 3) ways to prevent <br /> significant unavoidable impacts to the environment by requiring <br /> modifications to projects through the use of alternatives or <br /> mitigation measures when the governmental agency finds the <br /> changes to be feasible, and 4) the reasons why a governmental <br /> agency approved the project in the manner the agency chose, if <br /> significant environmental effects remain . <br /> Pursuant to Guidelines for Implementation of the CEQA, Section <br /> 15063 (c) , the documentation in this report supports the purpose <br /> of the Initial Study to : <br /> 1 . Provide the Lead Agency with information to use as the basis <br /> for deciding to prepare a Negative Declaration ; <br /> 2 . Enable an applicant or Lead Agency to modify a project , <br /> mitigate adverse impacts , and thereby enable the project to <br /> qualify for a Negative Declaration ; <br /> 3 . Assist in the preparation of a Negative Declaration , by : <br /> a . focusing on the impacts determined to be significant ; <br /> b . identifying the impacts determined not to be <br /> significant ; <br /> C . explaining the reasons for determining that potentially <br /> significant impacts would not be significant ; <br /> 4 . Facilitate environmental assessment early in the design of <br /> a project ; <br /> Landmark Lathrop Group, LLC <br /> - 2 - February 3, 2000 <br />
