QX-00-1 AND A USE <br /> PERMIT PRE-APPLICATION OF ROARDA & COWART (C/OTHE LANDMARK <br /> LATHROP GROUP, LLC.). <br /> ----------------------------------------- <br /> The project is a pre-application for a Quarry Excavation and Use Permit. The Excavation <br /> application is to remove 1 to 1.5 million tons of aggregate over 3 to 4 years. The planned final <br /> use of the quarry pit will be an aqua driving range. The Use Permit is to establish a nine-hole <br /> golf course around this aqua driving range. The golf course includes a 5,000 square foot <br /> clubhouse and 17,280 square feet of covered driving range tee-off stations. The property is <br /> zoned AG-40, which conditionally permits both quarry excavations and golf courses. <br /> Groundwater is located about 10-14 feet below ground level. The operator intends to drill <br /> several wells around the perimeter of the pit to remove groundwater before it floods the pit. This <br /> groundwater is to be pumped into the San Joaquin River. Scrapers will then be used to remove <br /> the aggregate. Should this method of excavation prove unfeasible, the operator will consider <br /> using a floating suction slurry to remove the aggregate. The aggregate is to be washed and <br /> stockpiled at the site. <br /> The site is currently an orchard. The excavation will disturb approximately 32 acres of a 162- <br /> acre parcel, with settling ponds and stockpiled overburden material occupying about an <br /> additional 40 acres. Including the aqua driving range, the golf course will occupy about 74 <br /> acres. <br /> It should be noted that an initial environmental assessment has not been performed for this pre- <br /> application. The comments contained herein do not address potential environmental impacts, <br /> nor contain responses from other responsible agencies regarding such impacts consistent with <br /> requirements contained in the CEQA Guidelines.
