• An alternative Reclamation Plan shall be provided. This Reclamation Plan shall address <br /> reclamation of the site in the event the proposed driving range and golf course is unfeasible <br /> or the Use Permit is not approved. <br /> • The proposed golf course is to occupy about 74 acres of the 162-acre parcel. The <br /> Reclamation Plans should address how the remaining acreage disturbed by the excavation <br /> operations is to be reclaimed. <br /> • The settling ponds are to be located underneath PG&E power lines. It must be <br /> demonstrated that the ponds in this location will not compromise the integrity or stability of <br /> the towers and that the ponds are acceptable in the easement. <br /> • Section 21 of the Reclamation Plan (pg. 7) states that there are no streams concerned with <br /> the project. However, the project is located adjacent to the San Joaquin River. The plan <br /> includes drawing groundwater and pumping this groundwater into the river or actually mining <br /> into the groundwater. The potential impacts to groundwater and surface water quality are <br /> not discussed. In addition, the impacts to nearby existing wells are not discussed. <br /> �(Q — • Provide boring samples to document the extent of the aggregate resource. <br /> • Potential loss of forage habitat for Swainsons Hawk. <br /> • Potential impacts to cultural resources. <br /> The Excavation/Reclamation Plans, file dated February 15, 2000 have been reviewed and the <br /> following comments noted: <br /> • All sheets must be stamped, dated, and signed by a registered civil engineer <br /> • Figure 2 <br /> - Identify all easements across the property, including the PG&E and drainage <br /> easements. <br /> • Figure 5 <br /> - Indicate the location of the topsoil and overburden stockpiles. These stockpiles must be <br /> separated and each clearly identified. <br /> - Provide a detail of the processing area. Identify the location of the hopper, processing <br /> plant, offices, shop, stockpiles, parking, and circulation pattern. The project description <br /> indicates haul trucks are to be weighed before leaving the site. Where are these trucks <br /> to be weighed? <br /> - Identify the pond as "settling ponds", not "drainage ponds". <br /> - Provide a detail of the entrance road. Identify the location of the right-of-way of Madruga <br /> Road, width of the driveway, surfacing of the driveway, etc. <br />
