INTRODUCTION <br /> Reference is made to the Surface and Subsurface Contamination Report (SSCR) completed for the <br /> above-referenced Project in March 2006. An update of this original SSCR is being conducted <br /> because the initial surveyor, Mr. Del Dorman, P.L.S.,who was originally hired to complete this <br /> minor subdivision could not perform his duties in the required time frame. The Application <br /> subsequently became delinquent; consequently, the Applicants, Mr. and Mrs. Brian Miller hired the <br /> engineering firm of Dillon and Murphy to complete the Application for this Minor Subdivision. <br /> Mr. Mike Toy of Dillon and Murphy is handling the Application. The original SSCR stated that the <br /> project was to consist of a two Parcel subdivision. However, the new Tentative Map reflects a three <br /> Parcel subdivision, as illustrated on the attached Map produced by Dillon and Murphy. <br /> To conduct this update, the following procedures were conducted: The subject property was first <br /> walked and visually inspected. Secondly, public information records were reviewed for any <br /> changes that may have occurred on, or around the subject property since the date of the last <br /> inspection and initial SSCR of March 8, 2006. No significant environmental changes were found. <br /> Thirdly, Mr. Brian Miller was interviewed for additional information in the intervening time frame <br /> between the original SSCR and this Update SSCR. <br /> The following potential environmental concerns were investigated or observed for this SSCR <br /> Update: <br /> 1. As illustrated in Photographic Plate A, electricity was stolen via an extension cord from the <br /> on-site electricity meter, located near the south side of the driveway. The meter has been <br /> left open. However, it contains no hazardous materials typically associated with electrical <br /> devices, such as polychlorinated biphenyls (PCBs). It is my understanding that manufacture <br /> of methamphetamine was manufactured on the property to the south, approximately 40 feet <br /> to the south. No records were available indicating environmental contamination, and there <br /> was no observations made of surface contamination to the subject property from the <br /> dumping of drug chemicals. <br /> 2. The Tentative Map illustrates produced by Dillon and Murphy illustrates the location of all <br /> items on the proposed three Parcels. These include the single family residence, detached <br /> garage, shed, trees, a concrete culvert next to Olive Avenue, and the driveway. There are no <br /> ponds, pool or waterways are on the parcel and no natural drainage courses, other than next <br /> to Olive Avenue. Stormwater from the property drains into the stormwater drains for the <br /> City of Stockton. As mentioned, the property is connected to California Water Service and <br /> East Stockton SSP sewer service; therefore, there is no operational septic system. The on- <br /> site septic system was removed under EHD permit in July 1992, which is attached to this <br /> SSCR Update.
