rF3. Description of all past off-site potential and/or known above and below ground sources of
contamination identified in the area of the project site that has or may impact the project site
includes information conveyed by the Rec-Check document, found in the.initial SSCR. No
change been noted in this document, and there has been no change in Updated EHD
Envisions Programs Records, which are attached.
4. The only environmental concern based on EHD criteria is the domestic well that served
the residence before connection to California Water Service. The well appears to be in-
place with a gate valve on the outlet pipe and may be used for landscape irrigation. It has
typically been the policy of EHD to have defunct domestic wells on properties that are
served by a public water services to destroy these wells under permit, if they serve no
purpose. This is particularly crucial if the well is an open casing in which contaminants
could be poured, or migrate directly into the groundwater. However, the well is not an
open casing.
5. Other items of an environmental de minimus concern were also noted such as one tire in
the northeast corner of the property, concrete, wood, and plastic near the north-center of
the property. These items are noted in the Photographic Plates. De minimus conditions
generally do not present a material risk to public health or to the environment and
generally would not include an enforcement action if observed by the appropriate
governmental agencies. Conditions determined to be de minimus are not necessarily
recognized as adverse environmental conditions. Household hazardous materials may be
considered de minimus concerns particularly if there has been no spillage or dumping. No
household hazardous materials were observed, nor was there any spillage or dumping on
the observable soil surfaces. De minimus conditions may also apply to the on-site septic
system that served the existing residential structure.
Page-2-
Chesney Consulting
