3. ENVIRONMENTAL HEALTH DEPARTMENT: (Staff Contact: Ted Tasiopoulos, 953-7698) <br /> a. An application for Waste Discharge Requirements must be submitted to the Central Valley Regional <br /> Water Quality Control Board prior to development. (California Water Code, Article 4, Section 13260) <br /> b. The applicant shall apply to Environmental Health to amend the existing permit to operate the water <br /> system to change from a transient non-community system to a non-transient non-community water <br /> system. Contact Adrienne Ellsaesser, Lead Senior Registered Environmental Health Specialist, at <br /> 209-468-0343 for assistance. <br /> c. If hazardous'material is stored on the site, the applicant must register with the San Joaquin County <br /> Office of Emergency Services. <br /> d. If any quantity of hazardous waste is generated, a hazardous waste generator permit must be <br /> obtained from Environmental Health. The applicant must also obtain an EPA identification number <br /> and comply with all applicable regulations. <br /> e. If floor drains are required, they must be plumbed through a sand/oil separator and discharged to an <br /> above-ground system approved by Environmental Health. A registered engineer must design this <br /> system. The material collected in the above-ground holding system must be analyzed for hazardous <br /> constituents prior to disposal. Specific test requirements may be obtained from Environmental <br /> Health. A$210.00 plan check fee is required at the time of submittal. <br /> NOTE: The existing on-site waste water disposal system is approved for use where the discharge <br /> will be limited to domestic waste only. The disposal of any hazardous materials, including paint, <br /> solvents, petroleum hydrocarbon based chemicals, and any other associated materials used in the <br /> process of manufacturing into the waste water disposal system is strictly prohibited. <br /> 4. SAN JOAQUIN COUNCIL OF GOVERNMENTS (Staff Contact: Anne-Marie Poggio-Castillou, 468- <br /> 3913) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP). This can be up to a 30-day process, and it is recommended that the project <br /> applicant contact SJMSCP staff as early as possible.
