2. DEPARTMENT OF PUBLIC WORKS: (Staff Contact: Bill DuBois, 468-3000) <br /> a. An encroachment permit shall be required for all work within the road right-of-way. Driveway <br /> encroachment permits are for flatwork only. All vertical features, including but not limited to fences, <br /> walls, private light standards, rocks, landscaping, and cobbles, are not allowed in the right-of-way. <br /> (Development Title Sections 9-1145.4 and 9-1145.5) <br /> b. The driveway approach at the southeast corner of the intersection of Palm Avenue and S. Austin <br /> Road shall be improved in general conformance with the requirements of San Joaquin County <br /> Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9-1145.5) <br /> c. The developer shall provide drainage facilities and meet the requirements of San Joaquin County <br /> Development Standards to prevent the increased runoff release rate of storm water from discharging <br /> onto other properties. Retention basins shall be fenced with a six-foot-high chain-link fence or equal <br /> when the maximum design depth is 18 inches or more. Required retention basin capacity shall be <br /> calculated by a registered civil engineer, licensed contractor, or licensed architect prior to the release <br /> of building permits. (Development Title Section 9-1135) <br /> d. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee shall be automatically adjusted July 1 of each year <br /> by the Engineering Construction Cost Index as published by the Engineering News Record. <br /> (Resolution R-00-433) <br /> e. The Regional Transportation Impact Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee is based on the current schedule. <br /> (Resolution R-06-38) <br /> f. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> g. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> h. Any development or significant redevelopment project outside of a County NPDES permit area that <br /> disturbs one or more acres of land shall file a Notice of Intent (NOI) with the State Water Resources <br /> Control Board (SWRCB) to state the intent to comply with the State General Permit for Storm Water <br /> Discharges Associated With Construction Activity. The Waste Discharge Identification Number <br /> issued by SWRCB shall be submitted prior to the issuance of building permits. <br /> i. Submit for approval a Storm Water Pollution Prevention Plan (SWPP) and an erosion control plan. A <br /> copy of the SWPPP shall be maintained on the construction site and presented to any County, State, <br /> or Federal employee on demand. The SWPPP on the site shall include all required records, <br /> updates, test'results, and inspection records. <br /> j. A San Joaquin County Storm Water Discharge Permit is required for this project. <br /> k. The site shall be designed to contain the storm water runoff on the site and to prevent off-site <br /> sediment transport. <br /> Conditions of Approval - 5 - PA-0800357 <br />
