Analysis <br /> Facility O erations <br /> The project involves the development of a paintball facility with a total of twelve (12) paintball fields, one <br /> 100 square foot and one 160 square foot storage container for equipment storage, a 100 square foot <br /> restroom facility, and twenty-one (21) parking spaces encompassing 17.00 acres of a 51.08-acre parcel. <br /> The facility will be open Saturdays and Sundays from 9:00 a.m.to 6:00 p.m. and will employ four workers. <br /> The paintball fields range in sizes, from the smallest field of 10,000 square feet to the largest field of <br /> 18,000 square feet. The fields will be surrounded by a mesh netting of twenty feet in height to the east <br /> between the facility and Paradise Road and a mesh netting of twelve (12) feet in height to the north <br /> between the facility and Paradise Cut Levee. Netting twenty (20) feet in height will also be provided along <br /> the southern portion of the property between the facility and the parking and registration area. <br /> A paintball is a thin-skinned gelatin capsule with a colored paint inside. Paintballs are non-toxic, <br /> biodegradable, and water soluble. The main ingredient of the paint In paintball is Cod Liver Oil (Fish Oil) <br /> or Vegetable oil and a colored dye. Each field will be setup with temporary bunkers/obstacles, made of <br /> wood inflatable bunkers, spools, ha bales, and inoperable vehicles without enginesines or transmissions. <br /> This item,which would ordinarily be processed at the staff level, is being referred to the Planning <br /> Commission because of neighborhood opposition. <br /> Parkin <br /> The applicant is proposing twenty-one (21) parking spaces and a chip seal surface material for the <br /> driveway and parking area. The Redreation-Outdoor Sports Club use type requires four parking spaces <br /> per acre and two parking spaces per 1000 square feet of building pursuant to Development Title <br /> Table 9-1015.3(b). As a result, seventy(70) parking spaces would be required. Additionally, <br /> Development Title Section 9-1015.5 states all permanent parking lots in all zoning districts shall be <br /> surfaced and permanently maintained with asphalt concrete or Portland cement concrete to provide a <br /> durable dust free surface. However, Development Title Section 9-1015.9 states that requirements of the <br /> chapter may be modified by the Director in cases in which, due to the unusual nature of the establishment <br /> proposed or the development proposal submitted for it,the requirements set forth in the Development <br /> Title may be considered insufficient or excessive. The applicant submitted a letter requesting a reduction <br /> in the number of parking spaces and a chip seal alternative surfacing material. The applicant states there <br /> will be a maximum of four employees, a maximum of forty customers per day, and will be open Saturdays <br /> and Sundays from 9:00 a.m.to 6:00 p.m. The Community Development Department has reviewed the <br /> request and has determined that a reduction in the number of parking spaces to twenty-one (21) is <br /> sufficient for the proposed use. As a Condition of Approval,the applicant shall provide twenty-one (21) <br /> parking spaces and the surface material shall be chip seal. <br /> Access <br /> The applicant is depicting a 16-foot wide two-way driveway that is proposed for access. Development <br /> Title Section 9-1015.5(h)(1)states, "Access driveways shall have a width of no less than twenty-five (25) <br /> feet for two-way aisles and sixteen (16)feet for one-way aisles except that in no case shall driveways <br /> designated as fire department access be less than twenty(20)feet wide."The existing access does not <br /> meet the minimum standards requirement. The minimum required twenty-five feet driveway width shall <br /> be shown on the Improvement Plan.
