Neighborhood 02position <br /> 1 i <br /> The Community Development Department received four letters in opposition from the surrounding <br /> neighbors and one letter of opposition from the Farm Bureau. The letters expressed concerns regarding <br /> the project's impacts on noise, traffic, services, land use, aesthetics, and wildlife. <br /> Noise: Neighbors'are concerned about the-noise generated from the operations at the paintball facility. <br /> The use is proposed ori the northeast 17-acre portion of a 51-acre parcel and the remaining parts of the. <br /> parcel are vacant. The project is adjacent to Paradise Cut to the north, Paradise Road to the east, and <br /> Delta Avenue to the south,which will further serve as a buffer to surrounding properties. The nearest <br /> residence is located 1,100 feet south of the of the project site, on the south side of Delta Avenue. The <br /> project is adjacent to agricultural operations to the west. The project is subject to the Development Title <br /> Noise Ordinance Section 9-1025,9 Stationary Noise Sources standard,which states the maximum sound <br /> level for outdoor activities between 7:00 a.m. and 10:00 p.m. is 70 dB. The facility will be open Saturdays <br /> and Sundays from 9:00 a.m. to 6:00 p.m.Therefore, noise generated by the project is expected to result <br /> in a less than significant impact to residences within the project vicinity. <br /> Traffic: Neighbors expressed concerns about the impact of traffic on the surrounding roadways. The <br /> facility will operate on weekends from 9:00 a.m.to 6:00 p.m., employ four workers, and expects a <br /> maximum of forty (40) customers per day.'The facility will have access from a proposed driveway from <br /> Paradise Avenue,which has an existing and planned right-of-way width of sixty(60)feet. The <br /> Department of Public Works determined that the project would not require a traffic study as the applicant <br /> expects a maximum attendance of 40 people per day and therefore generates less than 50 trips per any <br /> one hour, which is the threshold for requiring a traffic study. As a result,the project will have a less than <br /> significant impact on traffic and the surrounding roadways. <br /> Services: Neighbors are also concerned with the impacts the project will have on existing water, ' <br /> sewage, and drainage services. The project site is not required to be served by public services. As <br /> Conditions of Approval, a soil suitability/nitrate loading study shall be submitted to the Environmental <br /> Health Department(EHD)indicating the area is suitable for septic system usage and the construction of <br /> an individual sewage disposal system will be required under permit and inspection by EHD. Additionally, <br /> the applicant must construct a water well under permit and inspection by EHD. All drainage must be <br /> retained on-site. The Department of Public Works is requiring, as a Condition of Approval, the developer <br /> shall provide drainage facilities to meet the requirements of San Joaquin County's Development <br /> Standards to prevent runoff release rate of storm water from discharging onto other properties and to <br /> prevent offsite sediment transport. The required retention basin capacity shall be calculated by a <br /> registered civil engineer, licensed contractor or license architect and must.be submitted for review and <br /> approval prior to release of the building permit. <br /> Land Use: Neighbors expressed concerns regarding the impact the land use will have on the <br /> surrounding agricultural operations. The project is not conflict with the surrounding agricultural land uses <br /> because the project conforms with the current AG-40 zoning and the proposed use type of Recreation- � <br /> Outdoor Sports Club may be conditionally permitted in the AG-40 zone with an approved Site Approval <br /> application. <br /> Aesthetics: Two neighbors expressed concern the facility will be aesthetically displeasing. The site is <br /> not considered to be a scenic resource or unique scenic vista as identified by the General Plan (Volume 1, <br /> Figure VI-2, page VI-6). The project site is rural, agricultural area. Viewer's are limited to motorists on <br /> perimeter roadways and residents of surrounding facilities and operations. The nearest residence is <br /> located 1,100 feet south of the project site. The netting that will be used is a fine mesh netting that will be <br /> lowered by a pulley system when the fields are not being used.
