c. This subdivision is approved for recording as a single unit; phasing is not approved. (Development <br /> Title Section 9-1100.3) <br /> d. All utilities shall be underground except power transmission facilities of 35 KV or greater. Public <br /> utility easements shall be provided along the road frontage of the subdivision and as required by the <br /> public utility companies. Dedicate a 10-foot strip along Peltier Road and the 50-foot private road <br /> right-of-way as public utility easements. (Development Title Section 9-1155.2) <br /> e. A grading plan shall be submitted and approved prior to approval of the Final Map. The grading plan <br /> shall contain the information listed in the U.B.C.,Appendix,Chapter 33, Section 3309,with complete <br /> drainage details and elevations of adjacent parcels. Retaining wall details shall be submitted where <br /> applicable. Grading in excess of 5,000 cubic yards shall comply with Sections 3309.3 and 3309.4 of <br /> "Engineered Grading Requirements." Grading that disturbs more than five acres will require a <br /> National Pollutant Discharge Elimination System permit <br /> f. The subdividershall agree to and shall pay user fees for the utility services from the time <br /> improvementsare accepted by the County until the lots are placed on the County tax rolls,or up to <br /> an 18-month period,as the case may be. (Subdivision Map Act Section 66493) <br /> g. Drainage from each parcel shall be retained on the site by a retention basin(18-inch maximum <br /> depth)and shall be noticed by a statement on the Final Map. The volume of on-site drainage <br /> required shall be specified for each parcel on the Final Map. (Development Title Section 9-1135.9) <br /> h. The developer shall improve the drainage along the frontage,including the driveway along the west <br /> property line. <br /> 3. ENVIRONMENTAL HEALTH DIVISION (Staff Contact Ted Norgard,468-3443) <br /> a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br /> usage must be performed prior to recordation of the Final Map,as required by Development Title <br /> Section 9-1105.2(d). A nitrate loading study is required,and a review fee of$435.00 must be paid at <br /> the time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site waste water treatment and disposal systems is required for <br /> each parcel. A permit fee of$87.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical dibromochloropropane(DBCP)and <br /> nitrates prior to recordation of the Final Map. Samples are to be taken and analyzed by a State <br /> approved laboratory. (Development Title Section 9-1115.7) <br /> c. Construction of individual sewage disposal systems for Parcels 1, 2, 3, and 4 under permit ano <br /> inspection by the Environmental Health Division is required at the time of development. <br /> (Development Title Sections 9-1110.3 and 9-1110.4) <br /> d.
