1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Chandler Martin,468-3144) <br /> a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT'. <br /> The Site Plan required as a part of the building permit must be prepared by a registered <br /> civil engineer or licensed architect. This Plan must show drainage, driveway access <br /> details including gates, on-site parking, landscaping, signs, existing and proposed utility <br /> services, and grading (refer to the "SITE PLAN CHECK LIST' for details). A fee is <br /> required for the Site Plan review. (Development Title Section 9-884) <br /> b. APPROVED USE: This approval is for the expansion of an olive processing facility by the <br /> construction of an approximately 8-acre detention pond for the storage of olive process <br /> waste water as shown on the Plan dated January 31, 2001. <br /> c. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to <br /> the initiation of the use. The Business License may be applied for concurrently with the <br /> building permit application. (Section 7-1000 of the County Ordinance Code) <br /> d. STORM DRAINAGE: Stormwater drainage shall be retained on-site. The drainage <br /> pattern and corresponding storm drain improvements shall be shown on the Site Plan. <br /> Drainage calculations prepared by a registered civil engineer or architect shall be included. <br /> (Development Title Section 9-1135) <br /> e. ON-SITE MITIGATION MEASURES FOR KIT FOX AND BURROWING OWLS: <br /> (1) The following on-site mitigation measures shall be implemented during the <br /> construction and pre-construction period: <br /> (2) During pre-construction period project, boundaries shall be staked; protective <br /> fencing shall be provided for vulnerable on-site habitats such as riparian corridors <br /> and nests/burrows; and pre-construction surveys shall be initiated 30 days before <br /> planned construction and shall be conducted prior to each project stage to locate <br /> burrowing owl, kit foxes and kit fox dens; <br /> (3) During all construction periods, a biologist shall be made available to provide <br /> assistance and to monitor the successful implementation of these mitigation <br /> measures; <br /> (4) Any kit fox dens or burrowing owl nests identified within the path of construction shall <br /> be excavated prior to the breeding/nesting season under the direct supervision of a <br /> wildlife biologist, subject to Department of fish and Game and U.S. Fish and Wildlife <br /> Service approval; <br /> (5) An endangered species compliance program shall be developed and implemented <br /> for project employees and contractors; this program shall be subject to approval of <br /> the Department of Fish and Game and the County. <br />
