a <br /> Neighborhood-Opposition <br /> The Community Development Department has received one letter of opposition regarding this <br /> project. The letter has concerns regarding outdoor special events and the number of people <br /> attending the events, and traffic volume. If the project is approved any proposed outdoor special <br /> events will be required to adhere to the following standards: <br /> The noise performance standard for stationary noise sources require a daytime (7:00 am to 10:00 <br /> pm) hourly equivalent sound level to remain below 50 dB Ldn with a maximum sound level of 70 <br /> dB Ldn and a nighttime (10:00 pm to 7:00 am) hourly equivalent sound level to remain below 45 <br /> dB Ldn with a maximum sound level of 65 dB Ldn. (Development Title Table 9-1025.9) <br /> As a condition of approval the building permit plans must identify the parking spaces for all <br /> special events and vehicular parking for special events must be on-site. Parking within the <br /> county right-of-way along Pearson road will not be permitted for special events. <br /> Noise <br /> Development Title Table 9-1025.9 Part I lists Religious Assembly as a noise sensitive land use. <br /> A portion of the project site lies within the 65 dBL noise contour for Pearson Road. The 65 dB <br /> contour line along Pearson Road is located 191' feet from the side of the road. The building is <br /> currently shown approximately 143' feet away from the front property line, which falls within the <br /> 65dB contour line. A noise study will be required to determine possible mitigation measures for <br /> any transportation noise source impacts to the project site unless the building is moved outside <br /> the noise contour. <br /> An environmental review of this item has not been completed. The environmental review will be <br /> completed after the noise study is approved by the Community Development Department or a <br /> revised site plan showing the building is not within the CNEL contour distance is submitted. <br /> Mitigation measures identified in the noise study will be included in the conditions of approval. <br /> The Community Development Department will not make a recommendation on this project until <br /> the environmental review is completed. If a favorable recommendation can be made to the <br /> Planning Commission after the environmental review is completed, the following conditions of <br /> approval will likely apply: <br /> Use Permit Application No. PA-1000270 was approved by the Planning Commission on <br /> The effective date of approval is . This approval will expire on , which is <br /> 18 months from the effective date of approval, unless (1) all Conditions of Approval have <br /> been complied with, (2) all necessary building permits have been issued and remain in force, <br /> and (3) all necessary permits from other agencies have been issued and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits_ Those <br /> Conditions followed by a Section Number have been identified as ordinance requirements <br /> pertinent to this application. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT". The <br /> Site Plan required as a part of the building permit must be prepared by a registered civil <br /> engineer or licensed architect. This Plan must show drainage, driveway access details <br /> including gates, on-site parking, landscaping, signs, existing and proposed utility services, <br /> and grading (refer to the "SITE PLAN CHECK LIST" for details).
