Marketing Events <br /> "Marketing event" means the congregation of persons for the purpose of promoting the wine <br /> industry and marketing wine. Marketing events always include wine tasting and the sale of wine <br /> pursuant to Development Title Section 9-110.4. The winery must first be able to produce the <br /> wine that will be promoted at the marketing events prior to the marketing events taking place. <br /> Access <br /> Development Title Section 9-1015.5(h)(1) states, "Access driveways shall have a width of no <br /> less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles except <br /> that in no case shall driveways designated as fire department access be less than twenty (20) feet <br /> wide." The circulation patterns for ingress and egress traffic and aisle widths must clearly be <br /> shown on the Improvement Plan. <br /> Parking <br /> The applicant is proposing ninety-seven (97) parking spaces, comprised of forty spaces for the <br /> winery and fifty-seven parking spaces for overflow parking spaces for marketing events. <br /> Development Title Section 9-1015.3(b) requires 2.5 parking spaces per 1,000 square feet of <br /> building for the Winery and Wine Cellars-Winery use type. Asa result, sixty-three (63) parking <br /> spaces would be required for the winery, including three accessible spaces. However, <br /> Development Title Section 9-1015.9 states that requirements of the chapter may be modified by <br /> the Director in cases in which, due to the unusual nature of the establishment proposed or the <br /> development proposal submitted for it, the requirements set forth in the Development Title may <br /> be considered insufficient or excessive. The applicant submitted a letter dated October 30, <br /> 2012 requesting a modification in the number of parking spaces for the winery because the <br /> majority of the buildings will be used for warehouse and storage. The Community Development <br /> Department has reviewed the request and has determined that a reduction in the number of <br /> parking spaces to ninety-seven (97) is sufficient for the proposed use. Twenty-four(24) parking <br /> spaces shall be required in Phase One and twenty-three (23) parking spaces shall be required <br /> in Phase Two. As a Condition of Approval, the applicant shall provide forty-seven (47) parking <br /> spaces for the winery, including two (2) accessible spaces, one (1) which shall be van <br /> accessible. <br /> The applicant stated there will be a maximum attendance of 150 people at the marketing <br /> events. In addition to the forty-seven (47) parking spaces required for the winery, fifty additional <br /> overflow parking spaces shall be required on-site for the marketing events (one parking space <br /> for every three marketing event attendees). The additional marketing event parking spaces <br /> must also be shown on the Improvement Plan. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of nine (9) feet wide <br /> by twenty (20) feet long (Development Title Section 9-1015.5). The handicapped accessible <br /> parking space must be twenty (20) feet long by seventeen (17) feet wide (nine (9) feet wide <br /> parking area and an eight (8) foot wide loading and unloading area) (Development Title Section <br /> 9-1015.5). The dimensions for automobile stalls and surfacing material must be shown on the <br /> Improvement Plan. <br /> Noise <br /> There are scattered residences along the perimeter of the subject parcels.
