1.0 SUMMARY
On November 07, 2004, Environmental Safety Services (ESS) conducted a Phase I
Environmental Assessment, of the property located in Stockton, California identified as a
the southern portion of San Joaquin County Assessors Map 111-020-03 & -04. The
following summarizes the independent conclusions representing Environmental Safety
Services (ESS) best professional judgment based on information and data available to me
during this assignment. Information regarding operations, conditions, and other data
provided by the client, owner or their representative has been assumed to be correct and
complete. Additionally, the conclusions presented are based on the conditions that existed
on the date of the assessment.
Based on the results of the Phase I Environmental Assessment, I conclude that in the areas
observed the subject property is not involved in the generation, treatment, storage or disposal
of hazardous waste.
Based on data review and on-site observations, the subject property does not contain:
Asbestos-containing materials
Urea formaldehyde foam insulation
Radon gas
Underground storage tanks.
Transformers with dielectric fluids
The review of the regulatory agency data available for the project and the general area of the
subject property concluded that the site is not on any of the data bases and that none of the
sites listed are anticipated to have an impact on the subject property. In addition, the review
does not suggest that the subject property is currently or has been involved in the generation,
treatment, storage or disposal of hazardous waste.
The review of the historical data available for the site shows that the site is currently two(2) !,
parcels zoned residential. The I-5 Freeway is adjacent to the west and an elementary school
is adjacent to the east. Residential development is to the north and south of the site. The
aerial photograph from 1993 shows the buildings on parcel 111-020-04 and parcel 111-020-
03 is open and undeveloped. The July 1,1976 USGS topographical map shows the site and
the surrounding areas are within the developed area of Stockton.
The site is served water by the California Water Company and sewer by the city of Stockton.
PG&E provides natural gas and electrical power to the area and has replaced transformers
containing levels of polychlorinated biphenyls (PCB) in excess of fifty parts per million (50
ppm) in accordance with federal law or installs new non-PCB transformers in new
developments.
3
