2.0 INTRODUM,,4 - <br /> 2.1 Purpose <br /> The purpose of this site assessment is to evaluate and classify the environmental concerns <br /> associated with the development of the site into a residential development. The San Joaquin ` <br /> County Assessors current use code(010)indicates a vacant residential subdivision site. This <br /> report ("Phase I Environmental Assessment") is limited to providing Dave Strobel and <br /> Strobel Development, Inc. and/or their assigns, an assessment concerning environmental <br /> conditions(limited to those issues identified in the report), as they currently exist at the site. <br /> The assessment was conducted utilizing generally accepted Phase I ASTM industry <br /> standards. The scope of work included an evaluation of: <br /> • Site background and historical <br /> Review of the aerial photographs from 1993 and the topographical map from <br /> July 1989 show that the site had been in the developed city area of Stockton <br /> for over 30 years. <br /> • Physical characteristics of the site <br /> The site is consists of two parcels in a residential area along the I-5 Freeway <br /> and one parcel is open land and the other contains two buildings that are <br /> currently vacant and were used as a church sanctuary and classrooms/social <br /> hall. The land is level at about 5 feet elevation. The area is not in a flood <br /> zone and is protected from flooding by a levee system. <br /> • Current site conditions including compliance with applicable regulations as <br /> they pertain to the presence or absence of: <br /> Asbestos-containing materials (ACM) <br /> Urea formaldehyde foam insulation <br /> Lead paint <br /> Radon gas <br /> Facility storage tanks (above or below ground) <br /> Transformers or other electrical equipment that uses dielectric <br /> fluid <br /> Additionally, the assessment includes: <br /> • A cross check with information contained in database programs such as the <br /> NPL, CERCLIS, and other governmental databases. <br /> 4 <br />
