The Phase I Parcels are those parcels designated transferable as Categories 1 through 3. The Department of Toxic Substances Control Provided a letter of concurrence on the designation of parcels under cover letter dated June 2, 1999. 01/25/82:RWQCB:Island had II-1 dumpsite closed 6/79.ISD site handles reactives and corrosives. 02/09/87:Site Screening Done:Mitre Model required. 02/28/91:FRIFS:Building 810. 03/17/98:The Navy preformed a PEA equivalent on thirty two potential sites to determine if these suspect areas warranted a remedial investigation under the Navy's Installations Restoration Program (IRP). DTSC concurred with the Navy on the recommendation that twenty one of these sites do not require further investigation and can removed from theIRP. 04/22/94: PEA-BASWD --NCS Stockton has completed a Basewide PA/SI(PEA). DTSC approved the PEA on April 22, 1994.Thirty-six (36) sites were investigated;an additional 39 sites were identified from an aerial photo review and geophysical survey. The additional sites will be investigated. Approximate cost=$1.6 million;funding=DERA. 04/30/98:CERFA-GO--A Basewide Supplemental Environmental Baseline Survey(SEBS) was submitted to DTSC by the Navy for Naval Communication Stockton(NCS)-Stockton. The SEBS included the Navy's proposed lists of parcels that qualify for designation as Environmental Condition of Property (ECP) Categories 1 through 3.DTSC concurred on the Navy's designation for several parcels.Other parcels were re-categorized by DTSC.A table listing parcel designation and concurrence/non-concurrence is attached to DTSC's letter of April 30, 1998. 05/01/86:This is the date the site was first listed AWP pursuant to Section 25356. 06/02/99:PEA-CAT13--Preliminary Endangerment Assessment for approximately 120 sites to determine if additional work is needed. 06/30/03:FOSET-PHSE3--The FOSET was finalized on June 30,2003.The public comment period was from May 30-June 28,2003.All comments were addressed. 07/07/82:Questionnaire sent. 07/23/82:Letter from USN regarding current disposal but no info on past disposal of wastes. 07/25/91:Contaminants are PCBs,VOC,battery acid, paint degradation products,heavy metals, petroleum products,TCE,TCA,PCE,PCP,toluene,benzene,and xylene. 07/30/03: ORDER-NAVY--The Federal Facility Site Remediation Agreement (FFSRA) was signed by the Navy, Regional Water Quality Control Board (RWQCB) and Department of Toxic Substances Control (DTSC).
