Online HAzmat Records Actfss <br /> http://www.ohec.com <br /> St CalSites-Annual Workplan <br /> Continued <br /> released into the environment. <br /> Status:ANNUAL WORKPLAN-ACTIVE SITE <br /> Lead agency:DEPT OF TOXIC SUBSTANCES CONTROL <br /> Background: <br /> The Naval Communications Station,Stockton, (NAVCOMM) occupies 1,459 acres of Rough and Ready Island. <br /> The Island is bounded by the San Joaquin River and lies to the west of the City of Stockton,California. As part <br /> of the 1980 Preliminary investigation initiated in 1980,the Navy identified environmental issues which <br /> required further investigation. Areas of the NAVCOMM identified included: 1)The former Landfill and Burn <br /> Dump Ground. This area is within the western portion of Rough and Ready Island and includes wild-life <br /> habitat. Landfills have been identified in this portion of the Island where suspect waste oils, pesticides, <br /> chlorinated solvents and non-chlorinated solvents may have been disposed. 2) Battery Acid Disposal Area: <br /> Until the late 1970s,waste batteries were drained onto the soil to the north of Building 816B. 3) Fire Fighting <br /> Area: From 1950 to 1978,fires were started for training purposes by igniting waste fuels in either of two above <br /> y ground tanks or in an open unlined pit. 4) General Service Administration(GSA) Damage Container Storage <br /> Area: From 1972 to 1983,a fenced asphalt pad was used to store leaking and damaged containers,which <br /> included paints,thinners,solvents,lacquers,and dichlorodiphenyltrichloroethane (DDT).Both the pad and <br /> soil surrounding the pad are heavily stained. 5) Pesticide storage building,sumps,maintenance pits,waste oil <br /> tanks,storm drains,and an inactive wastewater treatment plant. In February 1996,Under Public Law 104-160, <br /> Section 2871,Congres passed special legislation which transfers the NAVCOMM property and assets to the <br /> Port of Stockton for re-use as a maritime facility. With the passage of this legislation and the Navy's <br /> reassignment of tasks,the facility command and name was changed to the Naval Computer and <br /> Telecommunications Station(NTCS) San Diego,Detachment Stockton. To expedite re-use of the property and <br /> comply with environmental clean up requirements, the site has completed an Environmental Baseline Survey <br /> (EBS). The document presents the environmental condition of all of NAVCOMM's Rough and Ready property. <br /> As part of the EBS,the island (with the exception of 13 private-ly owned acres) was divided into 158 parcels <br /> slated to be trans-(erred.
