Description of the proposed project: <br /> Cabernet Townhomes is a 33-unit multifamily rental development which will be built on <br /> two parcels with a combined acreage of approximately 3.01 acres. The site is currently <br /> occupied by the Episcopalian Church of St. Stephens and the pastor's residence. The <br /> parcel is zoned MDR (Medium Density Residential) and the proposed development <br /> meets all zoning requirements except for a conditional use permit which will be needed <br /> for the day care center. <br /> ACLC plans to demolish the main church structure and the single family residence but <br /> retain the 2601 square foot parish hall which will be renovated as a combination day <br /> care center/community room and manager's office. (The single family residence may <br /> be relocated to a vacant lot and used for low-income housing, although ACLC has not <br /> made a final decision on the home as of the date we filed this application). <br /> — The renovation will include a 1901 square foot day care center which will be operated <br /> by Head Start as a child development center nine months a year, from September <br /> through the first week of June, for an estimated 20 to 25 children per session. Head <br /> Start will offer these services to children ages 2 through 5 from the general public, but <br /> children who live in the development will receive priority placement. <br /> Spaces included within the 1901 square foot child care center are a reception area, <br /> office area, storage areas, restrooms and a kitchen. A tot lot will be located directly <br /> adjacent to the child care center. This tot lot/playground will cater to recreational <br /> needs of children 5 years of age and under. <br /> When the center is not being used for Head Start, it will be available for use as a <br /> community center. The remaining 700 square feet will be used as a manager's unit. <br /> Cabernet Townhomes will feature 33 units of multifamily rental housing which is less <br /> than the maximum density of 36 units allowed by the zoning. The development will <br /> include 9 units of 2 bedroom flats, 16 units of 3 bedroom townhomes and 8 units of 4 <br /> bedroom townhomes. The units will range from 832 square feet for the 2-bedroom <br /> units, 1104 square feet for the 3-bedroom units and 1250 and 1320 square feet for the <br /> 4-bedroom units. <br /> The development will feature 67 on-site parking spaces which exceeds the required <br /> number of spaces by 12 (50 required spaces for the units and five for the day care <br /> center). There will be two vehicle entrances to the complex. One main entrance will <br /> provide access to parking for the majority of the units in the development while the <br /> other entrance will provide an additional 10 parking spaces adjacent to the day care <br /> building. <br />
