San Joaquin County <br /> Community Development Department <br /> Development Services Division D <br /> 1810 East Hazelton Ave. " <br /> Stockton, CA 95205 AUG 10 1995 <br /> 08/07/95 COMMUNITY htVLLvi <br /> Gentlemen, PLANNING DIVISION <br /> The following are comments regarding the proposed Negative Declaration for application <br /> number UP-95-11 for a proposed 33 unit multi-family rental project at 3838 N. Plymouth Road, <br /> Stockton, CA. <br /> A Negative Declaration for this project is not warranted in light of the probable adverse health <br /> and safety impacts on the surrounding neighborhood. <br /> It is well documented that teenage and young adult males from single parent low income <br /> households as a population commit a disproportionate number of property and violent crimes. <br /> The applicant should be required to fund a study showing: <br /> 1. the demographic makeup of the projects tenants <br /> 2. the demographic makeup of the surrounding neighborhood <br /> 3. calculate the net increase in teenage and young adult males from single parent low income <br /> households <br /> 4. calculate the probable number of increased property and violent crimes for the life of the <br /> project <br /> 5. calculate the probable number and type of traffic related accidents caused by the projects <br /> additional contribution to the number of automobiles using local streets <br /> 6. calculate the radius of influence of the projects tenants, i.e. .5 mi., 1 mi., etc. <br /> 7. propose mitigation, if possible to offset the negative impacts on that area of influence such as: <br /> a. the applicant's funding of increased law enforcement <br /> b. tenancy requirements precluding high risk populations from occupying the project <br /> c. the purchase of a bond by the applicant to reimburse victims of property or violent <br /> crime caused by tenants of this project <br /> The study and proposed mitigation should cover the estimated life of the project, 30 <br /> years. 40 years, etc. <br />
