PA-0500451 OF WILBUR ELLIS <br /> CO. (APN: 206-080-04; ADDRESS: 13771 S. PRESCOTT ROAD, <br /> MANTECA) <br /> This project is a Site Approval application to expand an existing agricultural chemical <br /> sales and distribution facility (Use Type: Agricultural Sales-Agricultural Chemical Sales) <br /> in three phases. Phase 1 is to construct a 3,000 square foot shop, 46 agricultural <br /> chemical containment tanks, and a 2,800 square foot loading pad. Phase 2 is to include <br /> a rail spur, a 150 square foot building for a scale room office, five dry storage bins, and a <br /> 331,870 square foot equipment storage area. Phase 3 is to include a 345,000 square <br /> foot equipment storage area. Building permits for Phase 1 must be issued within <br /> eighteen (18) months of the approval date. Phases 2 and 3 shall be completed within ten <br /> (10) years of the approval date. The General Plan designation is General Agriculture <br /> (A/G) and the zoning is General Agriculture-40 acre minimum (AG-40). <br /> This project is located on the west side of S. Prescott Road, 300 feet south of French <br /> Camp Road, northeast of Manteca. <br /> Background <br /> On October 6, 1988, Use Permit No. UP-88-32 was approved by the San Joaquin <br /> County Planning Commission for an agricultural chemicals sales and distribution <br /> company. The Use Permit was appealed to the Board of Supervisors. On February 1, <br /> 1989, the Board of Directors denied the appeal and approved the Use Permit. The <br /> project included the construction of two warehouses (only one was built), a 40 foot by 65 <br /> foot office and shop, a truck scale, and a liquid fertilizer tank farm and wash pad area <br /> with four 10,000 to 12,000 gallon above-ground storage tanks. The project was not <br /> approved for manufacturing, processing or packaging activities. The surrounding orchard <br /> was to be used as a landscaped buffer. Condition of Approval No. 1.d. states that the <br /> applicant shall include in the Improvement Plan details of a contingency landscaping <br /> plan. The areas to be included in the landscaping plan shall be those adjacent to the <br /> north, east, and south property lines. If the existing orchard is removed from these <br /> areas, the applicant shall implement the landscaping plan under the schedule approved <br /> by the Planning Commission. There is no contingency landscaping plan on file. The <br /> orchard existed in 2000. The orchard no longer exists. <br />
