Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Use Permit No. UP-88-32 based upon the staff report ' s <br /> Findings and subject to the recommended Conditions of Approval . <br /> FINDINGS <br /> 1 . "The establishment , maintenance, and operation of the use <br /> does not conflict with the General Plan. " <br /> ° An affirmative determination can be made for this finding. <br /> The site ' s General Plan designation is Agriculture . An <br /> agricultural location is appropriate because the site will <br /> provide crop consultation services and chemical supplies to <br /> agricultural growers. <br /> 2 . "Adequate utilities, access roads, sanitation, drainage, and <br /> other necessary facilities have been provided, and the pro- <br /> posed improvements are properly related to the existing and <br /> proposed streets and highways. " <br /> An affirmative determination can be made for this finding. <br /> The adequacy of support facilities are addressed in the <br /> recommended Conditions of Approval and through the statu- <br /> tory provisions that are administered by local and State <br /> government agencies. <br /> 3 . "The property involved is of adequate size and shape to <br /> accommodate the proposed use and all yards, building <br /> coverage , setbacks, parking areas, and other requirements of <br /> this Title . " <br /> ° An affirmative determination can be made for this finding. <br /> The project will occupy four or five acres of a 25-acre <br /> parcel . Within the project envelope, the proposed uses, <br /> structures, and buildings are arranged so as to conform to <br /> Planning Title requirements applicable under the GA zone <br /> regulations and parking provisions . <br /> 4 . "Issuance of the permit will not be significantly detrimental <br /> to the public health, safety, or welfare or be injurious to <br /> the property or improvements of adjacent properties . " <br />
