The Department of Public Works has developed conditions of approval regarding frontage impro- vement requirements at Prescott Road. FACILITIES/SERVICES : Sewage Disposal : The applicant proposes to provide domestic sewage disposal by installation of a septic tank and leach field system. The system must meet the requirements of the Local Health District . Water Supply: The applicant proposes to provide water by an on-site well . The Manteca-Lathrop Rural Fire District notes that the project must conform to Uniform Fire Code standards . The water system must be approved under permit by the Local Health District . Storm Drainage : The applicant proposes to provide storm water drainage by an on-site pond. The storm water drainage system is subject to improvement plan approval by the Department of Public Works . The Health District notes that the discharge of industrial or liquid waste into the storm water pond or into the orchard will be prohibited. For the proposed shop, the Health District notes that an oil/ sand separator and an above-ground lined evaporation pond will be required if floor drains are necessary for the shop use. In addition, the District that the Regional Water Quality Control Board' s approval will be required for the liquid fertilizer storage tank farm and wash pad and recycling use . HAZARDS/CONSTRAINTS : Water Quality: The water quality concern is that the groundwater could be con- taminated if product breakage or spillage occurs and chemicals percolate through the earth into the aquifer . The potential for groundwater contamination does not appear to be signifi- cant . The products to be stored in the warehouses will be in packaged containers and will be handled through a palletized operation. The warehouses will have concrete floors and drains . None of the warehouse related activities will be con- ducted outside an area that is not improved with an impervious ground surface.
