Item No. 3 <br /> PC: 5-7-92 <br /> SA-92-25 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Site Approval Application No.SA-92-25 with the Findings and Conditions of Approval <br /> In the staff report. <br /> FINDINGS <br /> 1. The establishment, maintenance,and operation of the use does not conflict with the General Plan. <br /> • This Finding can be made because the proposed use Is consistent with the <br /> Agriculture designation of the General Plan. The proposed expansion of the existing <br /> fertilizer sales facility presents no significant General Plan policy Issues. <br /> 2. Adequate utilities, access roads, sanitation, drainage, and other necessary facilities have been <br /> provided, and the proposed improvements are property related to existing and proposed streets <br /> and highways. <br /> • This Finding can be made because the project has public road frontage on Priest <br /> Road and because all other services are already provided on the site. <br /> 3. The property involved is of adequate size and shape to accommodate the proposed use and all <br /> yards, building coverage, setbacks, parking areas, and other requirements of this Tate. <br /> • This Finding can be made because the proposed project and site plan with the <br /> recommended Conditions of Approval will conform to all applicable Planning Title <br /> regulations and requirements. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because the Initial Study prepared for SA-92-25 found that <br /> the project would not result In significant, detrimental Impacts on adjacent properties. <br /> The liquid fertilizers that would be present on the property are not hazardous when <br /> handled In the manner prescribed by regulations of the State Regional Water Quality <br /> Control Board, the Uniform Building Code, and the Uniform Fire Code. <br />
