April 1, 1992 . <br /> APR - 2 1992 <br /> Subject: Application #SA-92-25 PLANNING DIVISiOf <br /> To: San Joaquin County Planning Commission <br /> 1810 East Hazelton <br /> Stockton, Ca. 95205 <br /> After careful review of proposed project and awareness of existing <br /> work practices at Pacifex French Camp Warehouse I do not believe it <br /> to be in the best interest of surrounding property owners, nor the <br /> French Camp Community as a whole to approve the project. I have <br /> personally witnessed on numerous occasions spillage of dry chemicals <br /> onto the ground, which after rains is leaching into the ground waters. <br /> This is environmentally unsafe, unacceptable and poses a health threat <br /> to French Camp residents who rely on wells as their source of consumable <br /> water. Dry chemicals if spilled can be cleaned up in somewhat of an <br /> acceptable manner if responsible personnel are concerned enough. <br /> However, regardless of the concern liquid chemicals if spilled will <br /> leach into the ground before a clean-up effort could ever begin. <br /> In addition to the above environmental hazards, to store liquid and <br /> dry chemicals in close proximity creates an unacceptable safety <br /> problem. The potential for intermixing of these chemicals is great, <br /> which could result in an explosion, fire and subsequent release of <br /> poisonous gases. <br /> Also, with additional storage would come additional time for railroad <br /> switching. The present switching procedure is time consuming and <br /> creates traffic congestion on French Camp Road. I have witnessed <br /> accidents at the French Camp crossing because of what I believe to be <br /> poor switching procedures. I have also seen law enforcement, fire <br /> and ambulance vehicle delays due to the railroad crossing being tied <br /> up for switching. This could cost someone their life, which is totally <br /> unacceptable. <br /> Because of the above, I believe that the Pacifex Warehouse is a virtual <br /> time bomb waiting to explode. Storage of liquid chemicals could be <br /> the ignitor. I as well as my family and neighbors are very concerned <br /> about the hazards of proposed project therefore respectfully request <br /> denial of subject application. <br /> Thank you. <br /> arty ohnson <br /> 421 E.
