INITIAL STUDY <br /> SA-92-25 <br /> ATTACHMENT <br /> NOTE: As noted in Item No. 1, under the heading "General <br /> Considerations, " the referral of this application generated a <br /> significant amount of public controversy. In fact, over fifty <br /> letters were received as a result of that referral. Since the <br /> original Initial Study was prepared before the receipt of <br /> those letters, that document did not take note of the <br /> controversy generated by this project. As a result, this <br /> Revised Initial Study has been prepared to fully address that <br /> controversy. This Revision does not alter the original <br /> Initial Studies' determination that a Negative Declaration <br /> could be prepared for this project. <br /> l.c. There are no streams or drainage courses on the site and the <br /> facility makes use of an on-site storm water retention pond. <br /> The retention pond only collects storm water runoff. No <br /> liquid fertilizers will be permitted to enter the pond, <br /> according to requirements of the Regional Water Quality <br /> Control Board (RWQCB) and the Department of Public Works. <br /> Drainage details for the new facility must be approved by <br /> those agencies prior to the issuance of building permits and <br /> the initiation of the use. The RWQCB has also indicated in <br /> its response to the application that no fertilizer products <br /> may enter the storm water retention pond. <br /> 2 .c. The site, though designated as Agriculture on the General Plan <br /> 1995 Map, contains an approved agriculturally-related chemical <br /> sales facility. The expansion of the existing facility <br /> encompasses an area of the site containing approximately 5, 000 <br /> square feet.
