3 .a. & b. According to the Natural Diversity Data Base, there are <br /> no threatened or endangered species of plants or animals on <br /> this commercially-developed site. Nor is it known to contain <br /> habitat that will support such species. <br /> 7 .a. & c. None of the responsible agencies for the project, <br /> including the Office of Emergency Services, the Air Pollution <br /> Control District, the French Camp Fire District, and the <br /> Regional Water Quality Control Board, indicated that the <br /> potential threat from the presence of liquid fertilizers on <br /> the site represented a significant threat to public safety. <br /> The recommended Conditions of Approval further reduce the risk <br /> of public safety hazards by requiring a fire fighting system <br /> (French Camp Fire District) , the updating of the existing <br /> Hazardous Materials Management Plan for the site (Office of <br /> Emergency Services) , strict handling procedures (Regional <br /> Water Quality Control Board) , and the application of Uniform <br /> Fire Code and National Fire Protection Association standards <br /> to the construction of the facility (French Camp Fire <br /> District) . <br /> 9 .a. The application states that the proposed liquid fertilizer <br /> facility will add only approximately four customer trips per <br /> day to the overal fac-_ity, in addition to the two employees ' <br /> trips each day and approximately one material delivery truck <br /> per week. The remainder of the material will be delivered to <br /> the site via the railroad spur lines located on the property <br /> to the east of the project site. The increase in the number <br /> of vehicle trips as a result of the expanded use is, according <br /> to the Department of Public Works, not considered significant. <br /> The additional railroad activity that will be associated with <br /> the proposed use is also not expected to be significant. <br /> Access to the site is provided by an existing driveway along <br /> the property's frontage on Priest Road. The proposed new use <br /> will make use of that driveway without adversely,affecting the <br /> overall movement of vehicles on Priest Road. In order, to <br /> further reduce potential impacts of the existing operation on <br /> Priest Road, the applicant has opened a previously-padlocked <br /> gate on the north end of the adjacent railroad property for <br /> Initial Study (Rev: 01/91) <br /> 11 <br />
