ATTACHMENT I <br /> CONDITIONS FOR WAIVER OF WASTE DISCHARGE REQUIREMENTS AT <br /> RETAIL FERTILIZER FACILITIES <br /> The following management practices have been recommended by the California <br /> Fertilizer Association and the Regional Water Quality Control Board as methods <br /> to protect water quality at retail fertilizer facilities. The Regional Board <br /> waived waste discharge requirements for retail fertilizer facilities, conditioned <br /> on their compliance with these management practices . A Time Schedule for <br /> implementing these management practices is given in Section 2. If the time <br /> schedule and the Management Practices are not followed by an individual facility, <br /> Naste discharge requirements will be issued for that facility. <br /> 1. MANAGEMENT PRACTICES <br /> Office Buildinas <br /> 1 . Good housekeeping practices shall be implemented which will prevent <br /> contamination of groundwater, surface water, and rain runoff. <br /> _. If conditions are such that the office building and associated parking <br /> area are separated from the rest of the facility, signs should be posted <br /> indicating "Office Parking Only. " By restricting delivery, vendor ana <br /> application equipment -From these areas. the potential for accidental <br /> contamination will be eliminated. <br /> 3 . Roof and parking lot runoff should be controlled to the extent that they <br /> are prevented from intercepting potential contamination areas. Collection <br /> of this water will be necessary if contamination occurs. <br /> 4. Berming, rain gutters, and/or other control devices shall be used where <br /> necessary. <br /> B. Equipment Storage Area <br /> 1 . Good housekeeping practices and organizational practices shall be <br /> implemented which will prevent contamination of groundwater, surface water, <br /> and rain runoff. <br /> 2. Equipment. known or suspected of being in disrepair, shall not be stored <br /> in these areas unless completely empty of commercial grade fertilizer <br /> material . <br /> 3. Equipment that conta- ns visual evidence of overfilling, or visual <br /> evidence of exterior residues , shall be cleaned by rinsing in the field <br /> or at a properly designed wash facility prior to storing in this area. <br />
