CONDITIONS FOR WAIVER _ 3 - <br /> 3 . Acceptable spill containment shall be provided in all newly constructed <br /> or renovated blending and mixing areas. The spill containment shall be <br /> capable of containing the maximum anticipated spill in accordance with <br /> operating conditions and practices. <br /> 4. Provided good housekeeping practices are sufficient, collection of <br /> surface runoff will not be necessary. If conditions are such that good <br /> housekeeping practices are not sufficient, surface runoff shall be <br /> collected from the blending and mixing area, and transferred to an approved <br /> storage facility for dilute fertilizer solutions. <br /> 5. Berms, below-grade construction, sumps, and/or other water control <br /> devices shall be used where necessary. <br /> 6. Liquid contained in an approved storage facility for dilute fertilizer <br /> solutions can be used in the blending and mixing operations. <br /> F. Fertilizer Wash and Rinse Facility <br /> 1 . Rinse water from facility equipment and application equipment shall be <br /> collected and transferred to an approved storage facility for dilute <br /> fertilizer solutions. <br /> 2. Contaminated surface runoff from the rinse pad shall be collected and <br /> transferred to an approved storage facility for dilute fertilizer <br /> solutions. <br /> 3. Berms, sloping, sumps, and other water control devices shall be used <br /> where necessary. <br /> 4. Solids from central collection points or from settling devices can be <br /> disposed of on agricultural land, provided that good agronomic practices <br /> are used. <br /> 5. Identification of the type of products that can be washed and rinsed <br /> at the wash/rinse facility shall be posted in a conspicuous area and <br /> enforced. <br /> G. Tank Farms and Other Liquid Storage Areas <br /> 1 . Good housekeeping practices shall be implemented which will prevent <br /> contamination of groundwater, surface water, and rain runoff. <br /> 2. Transfer systems shall be constructed that eliminate spillage. Hoses <br /> and connections shall not be drained into these areas. <br /> 3. Acceptable spill containment shall be provided for all new tank farms <br /> or renovated tank farms. <br />
