CONDITIONS FOR WAIVER - 5 - <br /> 4. Disposal or treatmen-: areas for pesticide rinse water, pesticide <br /> containers, and wastes from spills or leaks shall comply with Discharges <br /> of Waste to Land, Subchapter 15, Chapter 3, Title 23, California Code of <br /> Regulations . In particular, there is no on-site treatment or disposal of <br /> 'hazardous waste' without a permit from the California Department of Health <br /> Services. <br /> 5. Waste management facilities shall be designed and managed to prevent <br /> nuisances and to provide for controlling access to the facilities. <br /> 6. If wastewater containing pesticides is applied to fields, such <br /> application must be in compliance with regulations contained in Title 3, <br /> Food and Agriculture, California Code of Regulations. <br /> 7. A report shall be submitted to the Regional Board addressing the <br /> containment and disposal of the following wastes: pesticide rinse waters, <br /> pesticide containers, contaminated soils resulting from leaks or spills, <br /> and wastes from any on-site rinse water recycling system. (See 1 January <br /> 1991 report, below) . <br /> 2. TIME SCHEDULE FOR IMPLEMENTATION OF MANAGEMENT PRACTICES <br /> In order to implement the above management practices, the following time schedule <br /> shall be utilized. Considerations of exemptions for specific facilities will <br /> be made by the Regional Board on a case-by-case basis . <br /> By 1 June 1990 <br /> - designate office parking only area (A2)' <br /> - clean equipment containing fertilizer residues before parking in equipment <br /> storage (B3) <br /> - move fertilizer that may become airborne (C2) <br /> - identify products that can be washed at the washrack, post a sign (F5) <br /> - broken pipes, connections, pumps, and tanks can not be used until fixed (G4) <br /> - broken application equipment may not be parked in equipment area unless empty <br /> (B2) <br /> - restrict access to dilute fertilizer storage area to qualified personnel (H4) <br /> - collect all dry material spilled in the bulk warehouse (C6) <br /> - comply with provisions 1-6 of the Pesticide section ( I) <br /> numbers in parentheses refer to the specific items in Section 1 (Management <br /> Practices) <br />
