Any proposed sign that does not meet these requirements may be conditionally <br /> permitted if it is included a part of the project description in this Use Permit application or <br /> applied for separately with a Site Approval application. <br /> Parking <br /> The Religious Assembly-Neighborhood Use Type requires 0.33 parking spaces per seat. <br /> Therefore, a minimum of seventeen (17) parking spaces with one (1) accessible space <br /> are required. Each parking stall shall measure nine (9) feet wide and twenty (20) feet <br /> long. The site plan shows sixty-seven (67) parking spaces. <br /> Six annual festivals are also being proposed with an approximate attendance of 200 to <br /> 400 people at each event. This will require an additional one hundred thirty-three (133) <br /> parking spaces. The additional overflow parking area will need to be shown on a revised <br /> site plan. <br /> Development Title Section 9-1015.9 states that the requirements of this Chapter may be <br /> modified by the Director in cases in which, due to the unusual nature of the establishment <br /> proposed or the development proposal submitted for it, the requirements set forth herein <br /> may be considered insufficient or excessive. <br /> Screening and Landscaping <br /> The parking areas, along the northern and southern property lines, will need to be <br /> screened with a solid masonry wall six (6) to seven (7) feet in height along with a five (5) <br /> foot planting strip installed adjacent to the wall and the parking area. <br /> Council of Governments <br /> A referral was sent to the San Joaquin Council of Governments (COG) for review. This <br /> project is subject to the San Joaquin County Multi-Species Habitat Conservation and <br /> Open Space Plan (SJMSCP) and is located in the unmapped area. Per requirements of <br /> the SJMSCP, unmapped projects are subject to case-by-case review. This can be a 90- <br /> day process and it is recommended that the applicant contact SJMSCP staff as early as <br /> possible. <br /> San Joaquin Valley Air Pollution Control District <br /> A referral was sent to San Joaquin Valley Air Pollution Control District for review. This <br /> project is subject to District Rule 9510. District Rule 9510 is intended to mitigate a project's <br /> impact on air quality through project design elements or by payment of applicable off-site <br /> mitigation fees. It is recommended that the applicant contact APCD staff as early as <br /> possible regarding District Rule 9510. <br /> Noise <br /> The noise performance standard for stationary noise sources require a daytime (7 a.m. <br /> to 10 p.m.) hourly equivalent sound level to remain below 50 dB Ldn with a maximum <br /> sound level of 70 dB Ldn and a nighttime (10 p.m. to 7 a.m.) hourly equivalent sound <br /> level to remain below 45 dB Ldn with a maximum sound level of 65 dB Ldn.
