Access <br /> Development Title Section 9-1015.5(h)(1) states, "Access driveways shall have a width of no <br /> less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles except <br /> that in no case shall driveways designated as fire department access be less than twenty (20) feet <br /> wide." The circulation patterns for ingress and egress traffic and aisle widths must clearly be <br /> shown on the Improvement Plan. <br /> Parking <br /> The applicant is proposing fourteen (14) parking spaces in Phase Two and thirty-three (33) <br /> overflow parking spaces. Development Title Section 9-1015.3(b) requires 2.5 parking spaces <br /> per 1,000 square feet of building for the Winery and Wine Cellars-Winery use type and one <br /> space for every three (3) marketing event attendees. As a result, thirty-three (33) overflow <br /> parking spaces shall be required for Phase One and thirty-six (36) spaces shall be required for <br /> Phase Two. However, Development Title Section 9-1015.9 states that requirements of the <br /> chapter may be modified by the Director in cases in which, due to the unusual nature of the <br /> establishment proposed or the development proposal submitted for it, the requirements set forth <br /> in the Development Title may be considered insufficient or excessive. The applicant submitted <br /> a letter dated August 20, 2012 requesting a reduction in the number of required parking spaces <br /> for Phase Two to fourteen (14) spaces because the majority of the buildings will be used for <br /> warehouse and storage. The Community Development Department has reviewed the request <br /> and has determined that a reduction in the number of parking spaces is sufficient for the <br /> proposed use. <br /> Thirty-three (33) overflow parking spaces shall be required in Phase One and fourteen (14) <br /> parking spaces shall be required in Phase Two. <br /> Site Approval application No. PA-0800182 required thirteen (13) parking spaces for the existing <br /> winery. As a Condition of Approval, at full buildout, the applicant shall provide a total of twenty- <br /> seven (27) parking spaces and thirty-three (33) additional marketing event overflow parking <br /> spaces. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of nine (9) feet wide <br /> by twenty (20) feet long (Development Title Section 9-1015.5). The accessible parking space <br /> must be twenty (20) feet long by seventeen (17) feet wide (nine (9) feet wide parking area and <br /> an eight (8) foot wide loading and unloading area) (Development Title Section 9-1015.5). <br /> The location, dimensions, and surface material for automobile stalls must be shown on the <br /> Improvement Plan. <br /> Noise <br /> There are scattered residences along the perimeter of the subject parcels. The nearest <br /> residence is located on the adjacent parcel to the north, 80 feet north of the winery operations. <br /> Pursuant to Development Title Section 9-1025.9(a)(1), a residential use is a noise sensitive land <br /> use. The applicant has indicated there will not be amplified sound either indoors or outdoors at <br /> the marketing events. A winery and its associated marketing events are not classified as a <br /> noise sensitive land use. In addition, noise sources emanating from any agricultural operations, <br /> including activities associated with the process or transportation of crops when such activities <br /> are conducted on agriculturally zoned lands are exempt from the Noise ordinance.
