Hazelton Ave. <br /> Stockton, CA 95205 <br /> Dear Ms. Hatef, <br /> The California Department of Transportation(Department) appreciates the opportunity to comment <br /> on the Negative Declaration for Watts Winery. The project, located at 17036 N. Locust Tree Rd <br /> in Lodi,proposes to expand the existing small winery from 36,000 gallons to 200,000 gallons per <br /> year in two phases over ten years and add 30 marketing events per year with a maximum <br /> attendance of 100 people per event. <br /> The cumulative impacts of the proposed land use development will contribute to the degradation of <br /> the level of service on the State Highway System(SHS), which will eventually require <br /> improvements to accommodate the increase in traffic volumes along mainline and intersection <br /> portions. Therefore, the Department recommends that the Lead Agency collect a transportation <br /> impact mitigation fee on a"proportional share"basis from the developer to hold until the fee can <br /> be contributed towards the local portion of funding for fixture improvements to the SR-12/Locust <br /> Tree Rd intersection and local roadways. <br /> If direct access onto SR-12 is proposed, the applicant must proceed with an Encroachment Permit <br /> application prior to any commencement of work within the State's right-of-way(ROW) and upon <br /> any access (driveway)point onto the SHS.
