SAN JOAQUIN COUNTY FLOOD CONTROL <br /> AND WATER CONSERVATION DISTRICT <br /> INTERIM FLOOD HAZARD REDUCTION POLICY <br /> PURPOSE <br /> The purpose of the Interim Flood Hazard Reduction Policy is to <br /> ensure that existing drainage facilities are not used beyond the <br /> capacity of the flood control facilities. The policy will be <br /> followed in the evaluation of drainage from all proposed new <br /> projects. <br /> APPLICATION <br /> The policy shall apply to all new and existing drainage facilities <br /> which discharge: (1) directly to the San Joaquin River; (2) to a <br /> Delta channel; or (3) to any flood control channel or tributary to <br /> a flood control channel maintained by a zone of the San Joaquin <br /> County Flood Control District. <br /> This policy does not apply to any non-regulated,. agricultural <br /> drainage improvement. The agricultural developments that will come <br /> under review of this policy are listed in Chapter 9-605 <br /> (Agricultural Zones; Use Regulations) of the San Joaquin County <br /> Development Title. This policy does not apply to any new <br /> development which will discharge to an existing facility that <br /> discharges to one of the above mentioned receiving streams, <br /> provided there is no increase in size or design capacity of the <br /> existing discharge facility. <br /> DURATION <br /> The policy will be in effect until a plan has been developed to <br /> convey, w_thin community established risk standards, the drainage <br /> discharge resulting from the development of lands in the County <br /> expected to exist in the year 2010. <br /> POLICY <br /> It is the policy of the San Joaquin County Flood Control District <br /> to require that anyone who proposes a new or increased discharge of <br /> storm water to any of the above mentioned receiving streams, <br /> perform hydrologic and hydraulic analyses to demonstrate the <br /> following: <br />
