F r <br /> F <br /> 1.0 INTRODUCTION AND PROPOSED DEVELOPMENT: <br /> 1.1 Description of Site: The project consists of a 12.31 acre parcel located at <br /> 10480 N. State Route 99, Stockton, CA. The subject parcel number is 086-070-34. The /) <br /> F! property is located in an area with a mixture of residential property and commercial property. <br /> It currently has a mixed zone of commercial (CIC) and Rural Residential (R-R). <br /> F11.2 Description of proposed development: It is proposed to rezone the rural residential <br /> portion of the property. In accordance with the San Joaquin County Development Title, this <br /> Surface and Subsurface Contamination Report (SSCR) is being submitted for approval. This <br /> F report will investigate the property for visual or historical environment contamination based on <br /> field observation, interviews with the owner, and county records. (This SSCR includes no <br /> n chemical analysis). <br /> 1.3 Parcel Location Map: (See Appendix for Tentative Map with Vicinity Map, and APN <br /> F <br /> page)• J <br /> 1.4 Site Map: (See Appendix for Tentative Map), <br /> 2.0 PAST PRESENT AND PROPOSED FUTURE USES OF THIS SITE: <br /> t F 2.1 Discussion of Past, Present, and Proposed Future Uses: The primary source of <br /> information of the historic use of this property is testimony of the owner, Neil Pollard. The <br /> owner was interviewed on January 10, 2007. The Pollards have owned parcel 086-070-34 for <br /> F more than 10 years. The land use has not changed under their ownership. <br /> Presently the property includes a restaurant, Iounge and old west ghost town. The surrounding (7-- )) <br /> F properties to the north, south, and east are used for residential and commercial purposes. <br /> At this time the property will be sold and the new owners will be demolishing the existing <br /> F facility. The property will be developed with a mixed commercial use. <br /> 3.0 IDENTIFICATION OF ALL PAST AND CURRENT SOURCES OF <br /> CONTAMINATION: <br /> t 3.1 Methods Used to Research: Methods used to research this parcel were records <br /> researched at the San Joaquin County Agriculture Commissioners office on January 11, 2007 <br /> (see appendix for results). An onsite survey was performed on March 2, 2007 by Brook <br /> F Handel of Dillon & Murphy. The owner was interviewed on January 10, 2007, by Joe <br /> Murphy of Dillon & Murphy. San Joaquin County Environmental Health Department's <br /> underground storage tank (UST) site mitigation database list did not yield any findings on the l) i <br /> F subject parcel (see appendix). A search for sites was done on the subject parcel and yielded <br /> nothing in the surrounding areas (see appendix).
