f� 1, <br /> ParkiniL and Surfacing <br /> The applicant is proposing 26 parking spaces and one (1) disabled access space and <br /> asphalt concrete surfacing for the maneuvering areas, and all weather rock base for the <br /> outdoor storage area. Access to the new proposed structures, the parking area and <br /> driveway will be paved. Development Title Table 9-1015.3(b) states the use type <br /> E=quipment Sales and Repair-Leisure would require three (3) parking spaces per 1,000 <br /> square feet of building. As a result, a minimum of 321 parking spaces would be required. <br /> In addition, Development Title Section 9-1015.5(e) states that all parking spaces, <br /> driveways and maneuvering areas shall be surfaced and permanently maintained with <br /> asphalt concrete or Portland cement concrete to provide a durable dust free surface. <br /> Ingress and egress areas that connect to a paved road or highway shall also be <br /> surfaced and permanently maintained with asphalt concrete or Portland cement <br /> concrete. However, Development Title Section 9-1015.9 states that requirements for <br /> parking and surfacing may be modified due to the unusual nature of the establishment or <br /> development proposal submitted for it, if the requirements set forth may be considered <br /> insufficient or excessive. Due to the nature of the project operations, the applicant will be <br /> allowed to modify the parking requirement to twenty-six (26) paved parking spaces <br /> including two accessible spaces, one of which shall be van accessible, and all driveways <br /> shall be paved. In addition, the surface requirements for the storage and maneuvering <br /> areas shall be aggregate base. <br /> Landscaping <br /> Development Title Section 9-1020.7 states that all areas not used for buildings, parking, <br /> driveways, walkways, or other permanent facilities shall be landscaped. A minimum ten <br /> (10) foot wide planting strip shall be required along adjacent streets. The strip shall be <br /> continuous except where crossed by driveways and walkways. As, a result, a minimum <br /> ten (10) foot wide landscaping strip will be.required along N. State Route 99 East <br /> Frontage Road where project development will occur. Areas of the property which are <br /> not part of the project shall be barricaded from traffic and kept mowed and dust free. <br /> Screening <br /> Development Title Section 1022.4(d)(1) states that if a commercial project abuts a <br /> residential zone, an area shown on the General Plan for residential use, or an existing <br /> residential use, a solid masonry wall six (6) to seven (7) feet in height shall be erected <br /> along the abutting property line. Therefore, a masonry wall shall be required along the <br /> developed portions of the abutting property line. <br /> Development Title Section 9-1022.4(d)(2) states that all storage materials and related <br /> activities including storage areas for trash shall be screened so as not to be visible from <br /> , g g <br /> adjacent properties and public right-of-way. Screening shall be six (6) to seven (7) feet in <br /> height. Outside storage is not permitted in front yards, street side yards, or in front of <br /> main buildings. <br /> The Community Development Department has reviewed the Site Approval application <br /> and responses from other agencies and .with a new site plan, and pending any <br /> outstanding issues have been resolved, will be approving the project subject to the <br /> following conditions: <br /> 2 <br />
