f 1,
ParkiniL and Surfacing
The applicant is proposing 26 parking spaces and one (1) disabled access space and
asphalt concrete surfacing for the maneuvering areas, and all weather rock base for the
outdoor storage area. Access to the new proposed structures, the parking area and
driveway will be paved. Development Title Table 9-1015.3(b) states the use type
E=quipment Sales and Repair-Leisure would require three (3) parking spaces per 1,000
square feet of building. As a result, a minimum of 321 parking spaces would be required.
In addition, Development Title Section 9-1015.5(e) states that all parking spaces,
driveways and maneuvering areas shall be surfaced and permanently maintained with
asphalt concrete or Portland cement concrete to provide a durable dust free surface.
Ingress and egress areas that connect to a paved road or highway shall also be
surfaced and permanently maintained with asphalt concrete or Portland cement
concrete. However, Development Title Section 9-1015.9 states that requirements for
parking and surfacing may be modified due to the unusual nature of the establishment or
development proposal submitted for it, if the requirements set forth may be considered
insufficient or excessive. Due to the nature of the project operations, the applicant will be
allowed to modify the parking requirement to twenty-six (26) paved parking spaces
including two accessible spaces, one of which shall be van accessible, and all driveways
shall be paved. In addition, the surface requirements for the storage and maneuvering
areas shall be aggregate base.
Landscaping
Development Title Section 9-1020.7 states that all areas not used for buildings, parking,
driveways, walkways, or other permanent facilities shall be landscaped. A minimum ten
(10) foot wide planting strip shall be required along adjacent streets. The strip shall be
continuous except where crossed by driveways and walkways. As, a result, a minimum
ten (10) foot wide landscaping strip will be.required along N. State Route 99 East
Frontage Road where project development will occur. Areas of the property which are
not part of the project shall be barricaded from traffic and kept mowed and dust free.
Screening
Development Title Section 1022.4(d)(1) states that if a commercial project abuts a
residential zone, an area shown on the General Plan for residential use, or an existing
residential use, a solid masonry wall six (6) to seven (7) feet in height shall be erected
along the abutting property line. Therefore, a masonry wall shall be required along the
developed portions of the abutting property line.
Development Title Section 9-1022.4(d)(2) states that all storage materials and related
activities including storage areas for trash shall be screened so as not to be visible from
, g g
adjacent properties and public right-of-way. Screening shall be six (6) to seven (7) feet in
height. Outside storage is not permitted in front yards, street side yards, or in front of
main buildings.
The Community Development Department has reviewed the Site Approval application
and responses from other agencies and .with a new site plan, and pending any
outstanding issues have been resolved, will be approving the project subject to the
following conditions:
2
