Recommendations <br /> Action <br /> It is recommended that the Planning Commission <br /> 1. Approve the Mitigated Negative Declaration; and <br /> 2. Approve Major Subdivision Application No. PA-0500401 with the Findings and Conditions of <br /> Approval contained in the staff report. <br /> Findings <br /> In order to approve the proposed Major Subdivision application, the Planning Commission must make the <br /> following Findings' <br /> 1 The proposed subdivision is consistent with the General Plan; any applicable Master Plan, Special <br /> Purpose Plan: and any other applicable plan adopted by the county <br /> • This finding can be made because the Rural Residential (RIR) General Plan designation <br /> and R-R (Rural Residential) zone permits the subdivision as proposed. The project <br /> complies with the General Plan density requirements for the R/R designation of one to <br /> five dwelling units per 5 gross acres. (1-515ga) There are no applicable Specific Plans <br /> or Special Purpose Plans in the project vicinity. Public Works has stated the project is <br /> consistent with the Master Plan for CSA 46 Morada. <br /> 2 The design or improvement of the proposed subdivision is consistent with the General Plan and any <br /> applicable Specific Plan or Special Purpose Plan. <br /> • This finding can be made because the design and improvements of the proposed <br /> subdivision are consistent with the standards contained in the General Plan as <br /> reflected on the Tentative Map. Each parcel will be served by a septic system, public <br /> water service through County Service Area 46 Morada and public stormwater drainage <br /> through a retention pond to be dedicated to County Service Area 46 Morada. There <br /> are no applicable Specific Plans or Special Purpose Plans in the vicinity. Public Works <br /> has stated the project is consistent with the Master Plan for CSA 46 Morada. <br /> 3 The site is physically suitable for the type of development proposed. <br /> • This finding can be made because the site is physically suitable for the type of <br /> development proposed because the parcels all satisfy the minimum lot size and the <br /> width requirements for parcels in the R-R zone. The minimum lot size in the R-R zone <br /> is one (1) acre. The average lot width in the proposed subdivision must be equal to or <br /> greater than the minimum width required (150 feet). Individual lots must not be less <br /> than 105 feet in width (Development Title Section 9-310.4[a]). All proposed lots average <br /> the minimum lot width of 150 feet, and none of the proposed lots are less than 105 feet <br /> in width.
