PHASE ONE TO <br /> CONTAIN THE TRUCK TERMINAL WHICH INCLUDES A 3,528 SQ. FT. OPERATIONS <br /> BUILDING, 864 SQ. FT. OFFICE, 221 PARKING STALLS AND 11 EMPLOYEENISITOR <br /> PARKING SPACES. PHASE TWO TO CONTAIN AN ADDITIONAL 128 PARKING STALLS <br /> 10967 N. STATE ROUTE 99 WEST FRONTAGE ROAD (APN 059-140-37) PA-0400498 (UP) <br /> The City of Stockton Community Development and Public Works Departments have reviewed the <br /> subject application and offers the following comments: <br /> 1 . Although the project site is located outside of our General Plan area, the City is opposed <br /> to the proposed industrial project because of its proximity to Commercial and <br /> Low/Medium-Density Residential General Plan areas within the City on the south side of <br /> Eight Mile Road. The proposed use is incompatible with both existing General Plan <br /> designations and approved land uses within the City and has the potential to result in <br /> significant, adverse traffic and other land use impacts. With respect to land use impacts, <br /> City staff attempted to secure a copy of the project's proposed Negative Declaration and <br /> were advised by County staff that the document had not yet been prepared. We were <br /> promised a copy of that document, but, to date, it has not been provided. In the absence <br /> of the CEQA-required environmental review documents, it does not appear appropriate at <br /> this time to proceed with the project. The City, therefore, recommends that no action be <br /> taken until such time that acceptable environmental review documents, which include <br /> detailed traffic and land use impact analysis, have been prepared and properly circulated <br /> for comment. In the absence of those documents, the City recommends that the <br /> proposed project be denied. <br /> 2. The subject site lies within the proposed Eight Mile Road/State Route 99 Interchange <br /> improvement area. There are conceptual interchange improvement designs currently under <br /> consideration, and it is very likely that there will be additional right-of-way requirements within <br /> the area of the proposed truck terminal to accommodate said improvements. As such, any <br /> development in this area may be premature, and it is strongly recommended that 1) future <br /> right-of-way requirements are considered prior to approval of this application, and 2) this <br /> declaration be included on any condition(s) of approval for the subject site.
