INTRODUCTION <br /> This report issues my findings regarding the Nitrate Loading and Soil Suitability Studies c7been <br /> for the subject property under examination, located near Lodi, California. These Studies h <br /> completed exclusively for a General Plan Amendment/Re-Zone to amend the subject property <br /> from I/T Truck Terminal to C/FS (Commercial Freeway Services). There is no commercial project <br /> proposed for the property at this time. Therefore, the purpose of these Studies is to provide the <br /> San Joaquin County Environmental Health Department(EHD)with their required information <br /> pertaining to the current status of the soil and groundwater in relation to nitrate loading potential <br /> from a fixture on-site wastewater disposal system. These studies comply with San Joaquin County <br /> Development Title, Section 9-1105.2(d). Mr. Phil Loduca is the owner of the property and Mr. <br /> David Peccie is acting as his representative. Mr. Peccie has provided the preliminary information <br /> to complete these Studies. Mr. Howard Seligman, Esq. is counsel for the project. <br /> Within the text of this Report, Bolded Section (§)numbers are referenced at the beginning of an <br /> applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br /> Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br /> Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br /> Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br /> sections of the Checklists. <br /> NLS§ 2.3, SSS§3.1. The subject property is located approximately five miles south of the City of <br /> Lodi, and approximately 0.5 miles north of the City of Stockton sphere of influence. Stockton <br /> municipal sewer facilities have not expanded to this area and it is unknown when services will be (3, <br /> installed. Consequently, domestic wastewater emanating from any future project will have to be <br /> managed by an on-site decentralized wastewater management system, referred to as Package <br /> Treatment Plants. This is discussed in the Conclusions Section of this Report. <br /> No septic systems exist on the property. An irrigation well is located in the extreme southwest <br /> comer of the property next to Eight Mile Road. This ag well is non-operational. Domestic water <br /> 3J for any future project is proposed to be supplied by one, and probably two new on-site wells to be <br /> drilled in a location that will meet issues such as setback requirements, etc. These wells must be <br /> classified as public wells for any commercial project. <br /> SSS§ 1.1, 1.2. Currently, the property is completely fallow with no improvements other than the ag <br /> irrigation well and a large freeway-type billboard. Present land use is illustrated by the aerial EHD <br /> Parcel Viewer Maps. Total Parcel area is 16.26 acres. Current zoning, as referenced, is I-T, with Z <br /> General Plan as I/T. <br /> The following is a summarization of the information collected to complete these Studies and <br /> preliminarily fulfill the requirements of EHD.
