h. The Regional Transportation Impact Fee shall be required for this development. The fee is due <br /> and payable at the time of each building permit application. The fee currently is $1,430.00 per <br /> 1.000 gross square feet of building. The fee is based on the current schedule. (Resolution R-06- <br /> 381 <br /> i. The Water Supply Facilities Impact Mitigation Fee shall be required for this development. The fee <br /> is due and payable prior to issuance of each building permit. The fee currently is $680.00 per <br /> 1,000 gross square feet of building designated as Service Commercial. The fee shall be <br /> automatically increased on January 1 of each year through the year 2015 at the rate of 4.55 <br /> percent. (Development Title Section 9-818.4 and Resolution R-97-5) <br /> j Access along the left bank levee to the existing residences is no longer required to access the <br /> property and shall be deeded to San Joaquin County Flood Control and Water Conservation <br /> District prior to issuance of a building permit for Phase I. <br /> k. A building setback of 10 feet from the toe of the levee shall be designated on the Final Site Plan. <br /> Any work done within 10 feet of the land side toe of the levee or on State or County owned <br /> property shall require a permit from the Central Valley Flood Protection Board. <br /> I. All property lines, easements, and rights-of-way shall be clearly delineated on the site plan. <br /> m. To allow Channel Maintenance to maintain the levee without interfering with the vegetation of the <br /> proposed project, a six-foot-high solid fence or wall shall be erected and maintained by the owner <br /> of the property along the property line/right-of-way line (but no closer than ten feet from the land <br /> side toe of the levee. No gates or other access points are permitted in the fence/wall- <br /> n. Approval of this Use Permit does not grant actual or implied access to Bear Creek or its levees. <br /> o. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> l Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> q. The applicant shall obtain a Storm Water Pollution Prevention Plan permit from the State Water <br /> Resources Control Board prior to the beginning of any construction. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall <br /> require a State NPDES construction permit. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact, Michael Escotto, 468-3443) <br /> a. State on revised site plans the maximum number of employees and parishioners the sewage <br /> disposal system is being designed for. In addition, show on revised plans that the leach field area <br /> will be barricaded so that it cannot be driven over, parked on, or used as a storage area This <br /> leach field area must be used for that specific purpose only, and it cannot contain any <br /> underground utility lines (Development Title Section 9-1110.4[c][5]). In addition, the revised site <br /> plan shall incorporate the 100 percent designed sewage disposal replacement area.
