3 ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto, 468-3443) <br /> a State on revised site plans the maximum number of employees and parishioners the sewage <br /> disposal system is being designed for. In addition, show on revised plans that the leach field area <br /> will be barricaded so that it cannot be driven over, parked on, or used as a storage area. This <br /> leach field area must be used for that specific purpose only, and it cannot contain any <br /> underground utility lines (Development Title Section 9-1110.4[c][5]). In addition, the revised site <br /> plan shall incorporate the 100 percent designed sewage disposal replacement area. Submit a <br /> revised site plan to Environmental Health for review and approval prior to issuance of building <br /> permits. <br /> The septic system shall be installed within a 100-foot radius of the passing percolation test <br /> location. The revised site plan indicates that the proposed septic system location is outside the <br /> 100-foot radius of the passing percolation test location. A new percolation test that meets <br /> absorption rates of the manual of septic tank practice or the EPA Design Manual for on-site waste <br /> water treatment and disposal systems is required prior to the issuance of building permits. A <br /> permit fee of$95.00 per percolation hole is required. <br /> b. Construction of individual sewage disposal systems under permit and inspection by <br /> Environmental Health is required at the time of development based on the Soil Suitability/Nitrate <br /> Loading Study findings (Development Title Sections 9-1110.3 and 9-1110.4). <br /> c. Construct a water well under permit and inspection by Environmental Health prior to occupancy. <br /> Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the <br /> number of service connections exceed four, a yearly permit to operate a public water system will <br /> be required by Environmental Health (Development Title Sections 9-1120.2 and 9-1115 9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> 4 SAN JOAQUIN COUNCIL OF GOVERNMENTS (Staff Contact: Anne-Marie Poggio-Castillou, 468- <br /> 3913) <br /> a. RULE 4102 (Nuisance): This rule applies to any source operation that emits or may emit air <br /> contaminants or other materials.
