i <br /> INITIAL STUDY (ATTACHMENT) <br /> PA-0600287 <br /> HARVEST BIBLE CHURCH/ DELLAMONICA SNYDER ARCHITECTS <br /> PROJECT DESCRIPTION: A Use Permit application for a new church with a maximum seating <br /> capacity of 1,000 people (Use Type: Religious Assembly-Regional). The church will be <br /> constructed in five (5) phases over a twelve (12) year period. Phase I (building permits to be <br /> issued eighteen months from the effective date of approval) includes the construction of one <br /> 12,500 square foot classroom building with an assembly hall to serve 350 people. Services will be <br /> held in this building until completion of Phase V. Phase 11 (building permits to be issued within <br /> four years from the effective date of approval) includes the construction of one 6,000 square foot <br /> classroom building and a 2,400 square foot maintenance building. Phase III (building permits to <br /> be issued within six years from the effective date of approval) includes the construction of a 6,200 <br /> square foot administration building. Phase IV (building permits to be issued within eight years <br /> from the effective date :of approval) includes the construction of a 18,000 square foot multi- <br /> purpose (building permits to be issued within twelve years from the effective <br /> ur ose building. Phase g p . <br /> p P g ( <br /> f approval) includes the construction of a 34,000 square foot church sanctuary. The project <br /> date o pp } <br /> site is located along a 250 foot easement east of State Route 99 East Frontage Road, 1200 feet <br /> north of Eight Mile Road, northeast of Stockton. The property has a General Plan Designation of <br /> AIG (General Agriculture) and is zoned AG-40 (General Agriculture—40 acre minimum). <br /> ENVIRONMENTAL ISSUES: <br /> 2. Earth <br /> 2. c. Earth The proposed project site encompasses three parcels. APN#059-260-76 and the <br /> southern 85 feet of APN#059-260-60 are considered Prime Farmland and APN#059-260-58 is <br /> considered Farmland of Local Importance as identified on the Important Farmland 2002 Map. Prime <br /> Farmland is farmland with the best combination of•physical and chemical features able to sustain <br /> long term agricultural production. This land has the soil quality, growing season, and moisture <br /> supply needed to produce sustained high yields. Farmland of Local Importance is land of <br /> importance to the local agricultural economy as determined by each county's board of supervisors <br /> and a local advisory committee. The Soil Survey of San Joaquin County classifies the soil on the <br /> three parcels as Jacktone clay. This soil type is described as poorly drained, nearly level soil. <br /> Permeability is slow, available water capacity is moderate, and the hazard of erosion is slight as <br /> runoff is slow. Most areas are well suited for irrigated crops, orchards, vineyards. A few areas <br /> are used as irrigated pasture or for urban development. . <br /> The property has a General Plan Designation of AIG (General Agriculture) and is zoned AG-40 <br /> (General Agriculture —40 acre minimum). A regional religious assembly is a conditionally <br /> permitted use in General Agriculture zones subject to an approved Use Permit application. The <br /> primary project site (APN# 059-260-58) is not located on prime farmland. The associated roads <br /> are located on prime farmland and will result in a loss of 6.70 acres of prime farmland, which is. <br /> considered less than significant. <br /> 3. Plant/Animal Life <br /> 3.a. & b. The Natural Diversity Database identifies lepidurus packardi (vernal pool tadpole <br /> shrimp) as a rare or threatened species potentially occurring in the area.
