September 28, 2004 <br /> NOA Project Number: E04106A <br /> ` It should be noted that when a surface/subsurface assessment is completed without sample <br /> collection and quantitative analysis of soil and groundwater beneath the site, as in this study,no <br /> ` statement of scientific certainty can be made regarding latent subsurface conditions which may <br /> be the result of on-site or off-site sources. The findings and conclusions of this report are not <br /> scientific certainties, but rather, probabilities based on professional judgement concerning the <br /> ` significance of the data gathered during the course of this investigation. NOA is not able to <br /> represent that the site or adjoining land contains no hazardous waste, oil, underground storage <br /> tanks, or other latent condition beyond that detected or observed by NOA during the <br /> bw Surface/Subsurface assessment.
