` September 28, 2004
NOA Project Number: E04106A
or past occupants or surrounding land uses could adversely impact property development or
result in future liability for the investor. Good commercial and customary practice for
conducting a Surface/Subsurface Contamination Report for a parcel of property is to identify
I No recognized environmental conditions. According to ASTM Standard E 1527-00,paragraph 1.1.1,
the term recognized environmental conditions means "...the presence or likely presence of any
hazardous substances or petroleum products on a property under conditions that indicate an
.m existing release, a past release, or a material threat of a release of any hazardous substances or
petroleum products into structures on the property or into the ground, groundwater, or surface
water of the property."
an
This Surface/Subsurface Contamination Report discusses all work performed by NOA to date
with regard to this project. The principal findings are outlined throughout the body of this text
bw and are summarized in the conclusion of this report.
` This report has been formatted to correspond to the San Joaquin County Environmental Health
Department's Surface and Subsurface Contamination Report Requirement Checklist, dated July 14,
2003.
Imp
1.0 INTRODUCTION AND PROPOSED DEVELOPMENT
no 1.1 Description of Site
The subject property is located west of Highway 99, approximately one mile north of Manteca,
` California. The property consists of a 47.09-acre parcel (APN 204-050-44), roughly rectangular
in shape, and a smaller parcel(APN 204-050-29),less than one acre in size, nested within the larger
parcel. Two additional parcels which have been carved from the southeast corner of the large
parcel are not included in this assessment. Three residences and a barn are currently located on
the property; the remainder of the site is planted with an almond orchard.
According to the San Joaquin County Community Development Department web site, the
subject property is zoned AG-40, general agriculture with a minimum parcel size of 40 acres.
r. This zoning designation "is established to preserve agricultural lands for the continuation of
commercial agricultural enterprises" (www.co.san-joaquin.ca.us, 2004).
Location maps of the subject property are attached to this report as Appendix A. Photographs
of the subject property are attached to this report as Appendix B.
r
2
