PA-1000041 OF ROGERS MEDIA <br /> COMPANY (APN: 197-020-05)(ADDRESS: 14840 SOUTH STATE <br /> ROUTE 99 WEST FRONTAGE ROAD, MANTECA) <br /> The applicant has submitted the above referenced Variance application to vary the <br /> maximum height of an existing off-premises sign in the C-FS zone from 45 feet to 65 feet <br /> above grade (Use Type: Signs, Off-Premises). The parcel has a General Plan <br /> Designation of C/FS (Freeway Service Commercial) and is zoned C-FS (Freeway <br /> Service Commercial). <br /> The 0.88-acre site is located on the east side of State Route 99 West Frontage Road, <br /> 650 feet north of Lathrop Road, Manteca. <br /> The Community Development Department has reviewed the application and offers the <br /> following comments: <br /> Background <br /> On April 18, 2005, the Community Development Department approved Site Approval <br /> application PA-0500092 for a 45-foot tall off-premises, double faced, V-shaped, <br /> illuminated billboard sign. The construction of the sign was completed on June 25, 2005. <br /> The adjacent parcel to the north has an existing gas station. On October 22, 2009, the <br /> Community Development Department approved Site Approval application PA-0900197 <br /> on the adjacent parcel to the north to increase the sign face for two pole signs from 60 <br /> square feet to 260 square feet and 101 square feet. The building permit for the two pole <br /> signs was issued on February 3, 2010 and the two signs are currently under <br /> construction. On February 17, 2010, the applicant applied for the subject Variance <br /> application because one of the pole signs being constructed partially obstructs the view <br /> of his existing billboard sign. <br /> In order to approve the Variance, the Planning Commission is required to make three <br /> findings in the affirmative.
